Jr. OTPS Budget Manager

NYC Department of Finance is responsible for administering the tax revenue laws of the city. They are seeking a Junior OTPS Budget Manager to assist in overseeing and managing the agency's OTPS budget portfolio, including preparing financial reports and analyzing discrepancies in expenses.

Responsibilities

Under direction of the Assistant OTPS Budget Director, provide support to the Budget Office in overseeing and managing assigned OTPS budget portfolio
Under supervision, prepare monthly financial reports for assigned portfolios, identify, and analyze discrepancies between planned and actual expenses, support and advise divisions in all aspects of budget matters, providing timely reviews and providing excellent customer service
Review and track New Need submissions by assigned divisions and ensure provided backup and requested amount are accurate and adhere to the agency's requirements
Participate in technical budget activities including budget modifications, monthly variance reports, quarterly spending plans and other technical budget functions in the City's Financial Management System (FMS) and PASSPort functions
Assist Budget Office with preparations of various budget reports when needed
Perform other budget analyses and special projects as needed

Required

A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing
A valid New York State Certified Public Accountant license
At least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience

Preferred

1+ years of City budget experience
Knowledge of budgeting functions in the City Financial Management System (FMS) 2/3
Knowledge of budgeting functions in PASSPort
Proven Intermediate level experience using Microsoft Excel, Microsoft Word, and other Office Suite applications
Must be responsive, possess excellent customer service, written and communication skills
Must be detail-oriented, accurate, and possess strong analytical skills
