Responsibilities

Develop, coordinate, and manage all aspects of various assigned capital infrastructure projects from inception to completion, for a variety of assigned capital infrastructure projects related to streets, sidewalks, bikeways & trails, drainage, and traffic signal & signage systems
Coordinate and ensure timely completion of multiple project activities on several projects, concurrently
Coordinate resource assignment and work performance among multidisciplinary teams to complete required project tasks; coordinate project efforts with various regional and state agencies
Establish appropriate indicators to track assigned projects in terms of both output and outcome (e.g. costs, adherence to schedule, stakeholder wait times, and project quality)
Utilize project management tools to establish project schedules and ensure timely completion of tasks to maintain adherence to schedule; communicate delays to supervisor along with recommendations to bring projects back into conformance with established schedule
Establish, track and manage individual projects budgets to ensure invoices are paid by the due date; establish purchase orders; ensure adequate funds are available in the project budget to ensure timely payment of all invoices. Prepare cost estimates
Oversee development of and review plans, specifications, and cost estimates for conformance with city, state, and federal standards, policies, and processes; coordinate review by other agencies and departments; summarize and ensure all comments are addressed or resolved. Evaluate project data for completeness, accuracy, and timeliness
Anticipate and evaluate project risks, develop mitigating factors for consideration, and resolve problems at all stages of assigned projects. Analyze and communicate project consequences of decisions and/or recommendations
Complete research and analysis; write general and technical reports; make recommendations to management based on analysis
Prepare and deliver effective presentations on complex issues to elected officials, community groups, and the public for assigned projects
Prepare contract & bid documents for issuance; tabulate bids and make recommendation for contract award. Prepare scopes of work and manage the selection, hiring and administration of consulting firms and contracts. Monitors the performance of contractors and consultants to ensure that work is performed in conformance with the established scope of work and all contract provisions
Perform periodic field observations to ensure work is constructed in accordance with approved plans and specifications as well as established city standards and details. Resolve issues during construction related to design amongst inspectors, contractors, and designers
Develop materials to complete grant applications
Discuss complex concepts and procedures with the public; communicate effectively with a variety of individuals representing diverse cultures and backgrounds and function calmly in situations which require a high degree of sensitivity, tact, and diplomacy
Establish and maintain effective working relations and communications with staff at all levels, the public, and representatives from government, industry, and other agencies
Provide prompt, efficient and responsive customer service in accordance with established department guidelines
Keep current with new trends and technology pertaining to public works and infrastructure
Suggest modifications and clarifications to city technical specifications and standards
Perform related work as required and assigned
Attendance at night meetings for City Council and neighborhood meetings will be occasionally required

Required

Bachelor's degree in civil engineering or a related field from an accredited college or university
Four years of increasingly responsible technical and professional experience involving infrastructure projects, including at least one year of project management of these types of projects
Principles and practices of project management and project administration
Principles, practices and concepts of civil engineering, land surveying, design, construction, and materials, means and methods used in design and construction of infrastructure projects
Field engineering, including surveying, inspection, and construction practices
Contract administration, proposal writing, grant writing, and right-of way negotiations
Computer aided design drafting, databases, spreadsheets, and related technical software
Applicable laws, regulations, and ordinances; safety codes and regulations
Professional standards and specifications as they relate to public works; defects and faults in construction methods and materials
Apply principles and practices of project planning, development and implementation and records management
Interpret and apply relevant codes, ordinances, rules and regulations including MUTCD, APWA and CDOT specifications and standards
Make independent decisions with minimal supervision
Concisely express ideas verbally and in writing in an understandable manner
Establish and maintain positive professional working relationships with city staff, representatives from various outside agencies, and the public
Define problems, collect data, establish facts, and draw valid conclusions
Interpret a wide variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables
Intermediate to advanced skills in MS Office with ability to utilize software required for the position
Demonstrate a high degree of motivation and willingness to learn
Maintain a professional perspective and objective demeanor
Demonstrate good interpersonal and teamwork skills, including building relationships and collaborating with others in order to keep projects moving in a positive direction
Must possess a valid and current Colorado driver's license or ability to obtain within thirty (30) days from date of hire
A Motor Vehicle Record (MVR) report will be required and should contain no suspensions or major violations as well as no more than two minor violations OR one at fault accident with no violations during the past three-year driving history to meet hiring requirements

Preferred

Certification as a Professional Engineer (PE) in the state of Colorado
Certification as a Project Manager
A master's degree in business administration, public administration, architecture, civil engineering or a related field
Strong work ethics and are accountable for high quality and timely work
Self-motivated and possesses an internal drive to pursue work
Resourceful and responsive to identify and use a variety of tools needed for problem solving
Adaptable to changing and, at times, difficult situations
Strong written, verbal and visual communication skills
