General Engineer
Air Force Civilian Service (AFCS) is seeking a Full-Time General Engineer to work as a Senior Lodging and Privatization Advisor at the Pentagon. The role involves serving as a senior authoritative advisor on housing programs, developing policies, and overseeing implementation for military housing initiatives.
Responsibilities
Serves as the senior authoritative advisor and expert consultant to the Deputy Assistant Secretary of the Air Force (Installations), Air Staff, AFCEC, AFIMSC, MAJCOMs, and installations on all matters related to the Department of the Air Force (DAF) housing programs, privatization efforts and associated technical engineering principals and concepts
Develops and oversees implementation of policies, programs, procedures, and performance metrics for the full portfolio of housing initiatives including military family housing (both CONUS and OCONUS), unaccompanied housing, senior officer/general officer quarters, privatized housing projects, leased housing; basic Allowance for Housing (BAH), construction standards, policy and configurations, and housing training programs
Establishes and maintains the long-range strategic vision, objectives, and enterprise-wide plans for DAF housing to include privatized asset and recapitalization strategies, goals, and objectives
Conducts comprehensive analyses of existing programs, emerging requirements, laws/regulations, and best practices to formulate responsive policies and procedures
Oversees and defends resource requirements and programming through the DAF corporate structure process
Briefs senior leadership including the Secretary of the Air Force, Chief of Staff, Air Force Council, and Air Force Board on housing issues, privatization oversight, and privatization initiatives
Represents and advocates for DAF equities with Office of the Secretary of Defense (OSD), other services, Congress, OMB, and external agencies/organizations
Provides oversight, direction and final approval on the privatized housing program, including evaluating potential projects, monitoring/assessing performance, ensuring compliance with agreements/laws, and approving modifications as required
Reviews and approves plans, standards, and technical criteria governing housing construction, maintenance, restoration, and modernization efforts
Coordinates directly with OSD, Joint Staff and other services on emerging Congressional initiatives, policies, and strategic plans impacting military housing programs
Recommends courses of action to protect Air Force interests while facilitating overall DoD objectives
Qualification
Required
Must have a professional degree in engineering or a degree consistent with Civil Engineer programs and professional knowledge in concepts and practices applicable to the full range of multi-disciplinary duties to support the Deputy Assistant Secretary
U.S. Citizenship Required
Must be able to obtain and maintain a Secret clearance
Obtain & maintain a Security clearance
Overtime and weekend work may be required as workload demands
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance
Knowledge in privatization ventures, real estate transactions in support of housing strategies, privatization efforts, congressional mandates interpretation and implementation and an understanding of the military MILCON and FSRM process is critical to the successful completion of the work
Knowledge in applying, expertise in housing principles, concepts, standards, and methods sufficient to serve as strategic and integrated advisor/technical expert consultant and represent the USAF in matters relating housing with the SAF, HAF, DoD agencies, DoD Services (Army, Navy, USMC), Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), the MAJCOM civil engineer staffs, as well as individual Air Force Installations
Knowledge of housing program management principles and methods, including a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness; knowledge of the execution of Private Sector Financing (Privatization) as it applies to DAF Family Housing Program, lodging, and dormitories and associated initiatives; knowledge of authorities and concepts to enable acquisition and strategies associated with housing to include leasing, intergovernmental support agreements, grants, and Military Construction
Knowledge of the concepts, principles, and practices in analytical and evaluative techniques that enable the incumbent to serve as the leader of a multi-disciplinary group of architects, engineers, analysts, financial specialist, attorneys, and planners engaged in the development, planning, design and implementation of strategies to meet operational requirements and support housing requirements to include leasing, contract oversight and privatization efforts
Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance for the built infrastructure as related to DAF housing
Ability and skill to plan, direct, and execute complex multi-faceted projects, and coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation
Knowledge in establishing and maintaining effective relationships, staff experience, building consensus and coalitions, negotiating, and resolving conflicts as well as communicating effectively at senior levels to include congressional and local government engagements, both orally and in writing
