Responsibilities

In conjunction with executive leadership and HR senior leadership, develops a comprehensive portfolio of rewards that effectively motivates and engages employees to achieve organizational outcomes, is inclusive of employee experience, aligns with organizational values and supports the organization’s financial and operational stability
Provides strategic direction, planning and requirements to execute the design, implementation, communication and administration of the compensation program, including annual schedule for market review, pay for performance, short-term incentive, executive compensation program and retirement plans
Partner with Finance to establish multi-year planning and forecasting for compensation and benefits costs
Ensures compliance with federal, state and local compensation and benefits regulations (ACA, DOL, ERISA, HIPAA, FLSA, etc.)
Oversee internal policies and governance related to rewards programs; manage audits, reporting and regulatory filings
Partner with Marketing and Communications to deliver clear, compelling messaging around total rewards offerings
Oversees organization-wide compensation programs, including base pay structures, variable pay, executive compensation, retirement and incentive plans
Lead the team in evaluating market data, industry trends, benchmarking and best practices, seeking opportunities to enhance the competitiveness of the overall compensation program
Makes recommendations for salary structure adjustments, incentive plan administration, pay for performance or other related compensation elements
Leads the design and administration of health, welfare, retirement, wellness and leave programs
Evaluates and reports on plan performance, utilization and financial impact; recommends enhancements and cost containment strategies to leadership
Manages vendor relationships with brokers and fiduciary partners, seeking to balance competitiveness with cost control
Ensures plan compliance with relevant regulatory standards and statutes
Ensures strong open enrollment execution, communication and employee education
Provides leadership, direction, and guidance to assigned staff
Prepares and analyzes metrics for HR performance, delivers coaching and feedback, and develops and implements improvement plans
Identifies development needs and communication strategy for managers and executives related to total rewards
Provides management training, leading to effective communication on ANTHC’s total rewards package
Demonstrates creativity, project planning and organizational skills
Conducts careful and systematic analysis of their functional area; drives for results; follows through on commitments; and focuses on ensuring customer satisfaction and consistency
Lead system improvements or technology implementations related to compensation and benefits
Performs other duties as assigned and as required for a successful program

Required

Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies and processes. Including substantial knowledge of relevant specialized fields such as Federal Indian law and self-determination/self-governance, health law, employment law & construction law
Knowledge of state and federal laws (EEOC, compensation, FMLA, etc.)
Knowledge of generally accepted total rewards principles, practices and their applications
Knowledge of principles of mathematical and statistical computations
Knowledge of the principles and practices of cost accounting, budgeting and strategic planning
Skill in managing large and complex budgets, and general HRIS systems
Skill in analyzing financial issues and making logical recommendations based on findings
Skill in effectively managing and leading staff, and delegating tasks and authority
Skill in assessing and prioritizing multiple tasks, projects and demands
Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and federal agencies
Skill in operating a personal computer utilizing a variety of software applications
Bachelors in Business Management, Human Resources Management or related field
Non-supervisory - Eight (8) years of progressive human resources experience in benefits, compensation, or business partner work. An equivalent combination of relevant education and/or training may be substituted for experience
Supervisory - Five (5) years of supervisory/management experience. An equivalent combination of relevant education and/or training may be substituted for experience
Society of Human Resource Management Certified Professional (SHRM-CP), Professional Human Resources (PHR), Certified Compensation Professional (CCP) or related certification
