Responsibilities

Serve as a part of the EHR administration team by supporting the Quality Assurance & Standards Manager in the following activities: staff trainings, processing EHR Change Requests and User Change Requests, maintaining security of EHR by assigning role-based permissions and reviewing Security Audit Trail Report; serving as an expert resource for staff and liaison between Informatics Technology (IT) and staff as indicated
Completes security risk assessment (SRA) activities related to the EHR to identify HIPAA security risks and vulnerabilities, making recommendations for improvement as opportunities are identified. Attends HIPAA Committee meetings in the absence of the QA & Standards Manager and assists with HIPAA investigations as indicated
In collaboration with the QA and Standards Manager: (1) creates and runs clinical data reports via specialized reporting tools and standardized reports within the EHR; (2) assigns clinical record and state grant program audit (e.g. GHOP, FP, STI) activities to designated staff; (3) receives and assimilates data for reporting and distributes findings to Director of Nursing, Clinical Supervisors, Assistant Health Director of Operations and HIPAA Coordinator as indicated; (4) utilizes audit tools that align with NC Public Health Law, NC Administrative Codes, Center for Disease Control and Prevention Guidelines, Division of Public Health Agreement Addendums, Immunization branch, and Medicaid guidelines. (5) Utilizes other Public Health data systems to collect data related to efficiency and satisfaction (ie, Alchemer)
Serves as the Quality Improvement Council representative in the absence of the QA and Standards Manager. Works with the Quality Assurance & Standards Manager and Supervisors to ensure EHR competency at onboarding and during continuing competency activities; monitors and reports patient satisfaction survey data collected via the EHR LEAP module
Utilize knowledge of the nursing process to assist with clinical documentation tools. Maintains and utilizes a knowledge base of program requirements as outlined in the state agreement addenda, assists in identifying and recommending improvements to clinical flow and documentation practices. Maintains competence in client interviewing/communication/customer service skills, obtaining and assessing vital signs for adults, and injection skills (IM & subcutaneous). Participates in yearly trainings to enhance and grow responsibilities associated with the PH Nurse Informatics role. Performs other related work as assigned
As needed, assist in preparedness and emergency response activities in situations that threaten the public’s health (e.g., disease outbreaks, natural disasters, COVID-19), by delivering necessary services, being available for shelter staffing, providing medications or vaccinations to the community, etc., as required
Carry out roles and responsibilities, including identifying and communicating performance improvement opportunities and adjusting performance and practice to achieve established PM goals
Implement strategies aimed at achieving Health Equity, including but not limited to: attending trainings to understand inequities better, identifying and addressing barriers to health, serving on the Health Equity Team or its subcommittees, and engaging in internal or external efforts to eliminate health disparities

Required

Bachelor's Degree in Nursing (BSN) from an accredited school of nursing
BSN: 1 year of nursing experience that included electronic health record documentation
Associate Degree in Nursing (ADN) from an accredited school of nursing
ADN: 2 years of nursing experience with electronic health record documentation OR 1 year of nursing experience and 1 year of Information Technology Application experience
Current Compact RN license that includes North Carolina
Valid CPR Certification
Valid vehicle operator's license
This position will be required to complete the Credential Public Health Nurse course within the first 12 months of employment

Preferred

Experience in Informatics or Information Technology preferred
Expert understanding of the impact of Electronic Medical Records in clinical settings for efficiency, quality, and safety outcomes, and the ability to articulate and educate staff around the importance of technology in clinical care areas
