Responsibilities
Plans, organizes, and oversees the activities of the Shared Services Center General Accounting Branch. Develops goals and objectives that integrate organization and AFSVC, Shared Services Center and General Accounting Branch objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters
Represents AFSVC and AFSVC/VIS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with OSD, Air Staff, representatives from other Service components, AFIMSC, AFSVC, AFSVC/VIS and installation leadership, contractors, auditors, etc
Determines and directs appropriate general accounting procedural changes with AF-wide impact. Certifies accuracy and completeness of over installation accounts and subsidiary ledgers for NAFIs. Ensures effective administration of debt collection actions for AF debts and reviews and approves applicable write-offs of delinquent NAF debts owed to installations Air Force wide. Ensures accurate billing of all fees for accounting and payroll support and services rendered by the Shared Services Center across the AF NAF enterprise
Formulates and methodically tests innovative solutions, actively participates in AFSVC and AFSVC/VIS continuous process improvement initiatives and efforts, and implements system and procedural modifications. Ensures the General Accounting Branch process improvement goals and objectives align with AFSVC and SSC goals and objectives and applies quality assurance practices and analytics to measure branch performance
Qualification
Required
U.S. Citizenship is required
Males must be registered for Selective Service
Degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, which can include up to 6 hours of business law
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
Completion of the requirements for a degree that included substantial course work in accounting or auditing
At least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems
Knowledge of and management experience in Services or Force Support Squadron command structure, mission, and programs
Knowledge of safety and security regulations, practices, and procedures
Expert knowledge of Air Force NAF accounting practices, methods, and techniques and generally accepted accounting principles (GAAP) and standards
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements of objectives within available resources
Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
Ability to communicate both orally and in writing, conduct training and deliver professional briefings and presentations
Employee must maintain current certifications
This position may require drug testing, and the candidate may be subject to passing a drug test upon selection
