Responsibilities

Work closely with F-35 Development Program Office, F-35 Prime Proposal team, Edwards AFB and Patuxent River Flight Test Sites, Fort Worth Flight Test Engineering, Instrumentation, Labs and Procurement, Data Processing and Fab/Build teams, along with other Engineering IPTs to support proposal activity
Support project proposal activity timelines, including Basis of Estimate submittals, orchestrate T&E senior leadership approvals, support program gate reviews and negotiations with the customer
Develop and utilize metric tools to track and report progress to all levels of leadership

Required

Bachelor's degree in Engineering / Technical Discipline
Experience in proposal writing
Experience with F-35 Flight Test or related test operations experience
Experience with Program/Project management
Must be a US Citizen
This position requires a government security clearance

Preferred

Familiarity with proposal tools such as APTS
Understanding of Truth in Negotiations Act (TINA) and Federal Acquisition Regulations (FAR)
Ability to work independently as well as part of a cross-domain team
F-35 Program experience
Ability to articulate complex matters in concise oral and written presentations in a fast-paced proposal environment
Ability to interpret and clarify contract requirements and decompose to a Technical Statement of Work
Ability to write subcontractor Requests for Proposal (RFPs) and Supplier Statements of Work
Ability to interface with program management, estimating, other functional organizations, and the customer (Joint Program Office and DCAA) on LM Aero and supplier proposal activities
Control Account Manager (CAM) experience
Strong coordination across various IPTs / integration skills
Excellent communication (verbal, written and presentation) skills
Experience coordinating with pertinent organizations to develop executable Flight Test proposals
Experience preparing and delivering briefs to executive levels of management
