AIRCRAFT FREIGHT LOADER (MVO/FLO) LEADER

Responsibilities

Serves as an Aerial Port Expeditor Load Director (APEX). Accomplishes a wide range of pre-flight/post-flight duties required by the nature of the aircraft and its specialized mission
Serves as a working leader. Leads five or more civilian, military journeyman and trainee aircraft freight loaders in the performance of aircraft freight loading and ground support duties on all types of military, commercial, and contract aircraft
Performs duties as a load team member, loading/offloading/re-sequencing military and civilian aircraft. Pulls loads and positions equipment according to mission requirements
Operates gasoline, diesel, or electric vehicles. Operates a variety of heavy motor vehicles to include material handling equipment used to load/unload cargo and forklifts
Performs other related duties: Dispatcher, Cargo Processing, Training

May be required to work other than normal duty hours, to include evenings, weekends and/or holidays. Subject to shift work, rotating shifts, uncommon tours of duty, and emergency overtime
Must be able to work at elevated heights, up to 219" off the ground and able to climb aircraft stairs
Must be able to complete the Air Mobility Warfare Center (AMWC) sponsored formal training course (two weeks) and locally sponsored 'hands-on' (one week) training
Must be able to obtain APEX certification on multiple types of aircraft and maintain currency. Must be able to successfully complete a web-based course exam and practical evaluation annually
May be selected to perform APEX Instructor duties as necessary
This is a 'Key' position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively
Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this 'Key' position must be screened from military recall status
Work requires the employee to operate a motor vehicle. An appropriate, valid driver's license is required for the position. Must be able to obtain and maintain an AF2293 Govt. Driver's License and Flightline/runway authorization
May be required to operate trucks or truck tractors with trailer or semi-trailers coupled with turntable or pivot hook
Incumbent may be subject to TDYs
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
Incumbent must be able to obtain and maintain a SECRET security clearance
This position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
This is a drug testing designated position. The incumbent is subject to random testing for drug use
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 6968 - Aircraft Freight Loading Family
The screen out element for this position is the ability to do the work of an AIRCRAFT FREIGHT LOADER (MVO/FLO) LEADER without more than normal supervision
Knowledge of systems and equipment associated with the cargo function, including proper configuration of aircraft kneeling modes, position of cargo loading ramps, cargo doors, restraint rail systems, cargo compartment systems such as lighting, interphone, auxiliary power unit, and emergency procedures and evacuation routes
Knowledge of aircraft capacity and limitations, including floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight also knowledge of cargo winches to include all types installed on assigned aircraft, inspection and preflight procedures, and serviceability requirements
Knowledge in manifesting and shipping documentation requirements, cargo tie-down requirements, cargo inspection requirements, and cargo protection methods to include preparing cargo for loading, palletized cargo, vehicle preparation, handling and placement of hazardous cargo
Ability to communicate orally and in writing to prepare lessons, documents, reports, and present training/instruction. Ability to operate compute systems to obtain and maintain a GATES account
Ability to lead and train personnel, distribute work and give instructions both orally and written related to the operation loading and unloading of aircraft building pallets. Including the completion of transportation forms and documents
Ability to operate motor vehicles: heavy motor vehicles, K-Loaders, forklifts, tugs, and bobtails of various sizes and capabilities, and to perform routine vehicle operating servicing. Knowledge of safety regulations and practices in handling general cargo and hazardous materials. Ability to operate computer systems to obtain and maintain a GATES account
