Alternative Construction Methods Specialist

Responsibilities
Provide expert guidance on alternative construction delivery methods (PDB, OTAs, CSOs)
Develop and implement strategies to integrate innovative acquisition approaches into Air Force infrastructure programs
Advise leadership on rapid acquisition of emerging technologies and solutions
Assist in drafting policy updates, guidance, and best practices for alternative construction methods
Monitor emerging trends and recommend process improvements for MILCON and infrastructure investments
Support planning, procurement, and execution of projects using alternative acquisition authorities
Develop acquisition, contracting, and negotiation strategies leveraging OTAs and CSOs
Collaborate with contracting officers, legal teams, and program managers to ensure compliance while maximizing efficiency
Coordinate with government personnel on project implementation, design guides, and programmatic criteria (e.g., NFPA standards, POM submissions)
Perform MILCON program analysis and prepare trend, compliance, and requirements reports
Draft, review, validate, and submit project packages while implementing process improvements
Coordinate with MAJCOMs, industry partners, and DoD stakeholders to identify opportunities for alternative construction methods
Engage nontraditional defense contractors, small businesses, and research institutions, ensuring compliance with participation requirements
Lead workshops and training sessions to enhance organizational capability in innovative acquisition strategies
Qualification
Required
Bachelor's degree in Engineering, Architecture, Construction Management, or related field
Minimum 4 years in federal construction or acquisition programs, including 3 years in alternative delivery methods (PDB, OTAs)
Experience with innovative facility and infrastructure design and construction methodologies
Expertise in OTA and CSO mechanisms, including understanding governing authorities (e.g., 10 U.S.C. § 4022)
Experience engaging nontraditional defense contractors, small businesses, and research institutions
Experience executing MILCON projects in compliance with DoD policy and standards
Strong knowledge of design-build principles and collaborative project delivery
Ability to develop tailored acquisition, contracting, and negotiation strategies
Excellent communication, stakeholder management, and regulatory navigation skills
Capacity to propose innovative solutions within complex environments
Preferred
Master's degree in Engineering, Architecture, Construction Management, or related field
DBIA (Design-Build Institute of America)
PMP (Project Management Professional)
FAC-C or DAWIA Level II/III in Contracting
