Responsibilities

Provides comments and recommendations for scheduling requirements related to staffing and project controls
Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures
Manages and evaluates discipline specific workload and detailed staffing plans for cost engineering, planning, and scheduling activities
Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements
Prepares and analyzes comparisons of scope, schedule, and cost data
Performs data analysis, identifies problems, and makes recommendations
Identifies trends and supports the overall cost trend program, including development of trends as required. Reviews labor estimates for reasonableness
Interfaces with designated Bechtel management and client counterparts for cost, planning, and schedule. Prepares and presents cost engineering and scheduling information to management/client
Supervises and provides coaching on the timely preparation of cost estimates, cost reports, schedules, performance of cost and schedule control and planning activities
Conducts personnel performance reviews

Required

Bachelor's degree and 5 - 8 years of experience, or 9 - 12 years of relevant work experience
Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access
Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces
Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office
Must demonstrate excellent interpersonal teamwork and communication skills
Ability to work under pressure and with minimal supervision
Advanced level of proficiency in using PC operating systems and software applications such as Excel, Word, and PowerPoint
Basic knowledge of Primavera P6 and COBRA software applications
Strong data/statistical analysis skills
Advanced knowledge using power BI

Preferred

Flexibility to respond to urgent project requests and/or changing priorities
Demonstrated ability to work with people of varied backgrounds and objectives
Demonstrated skill in identifying and analyzing issues and recommending corrective actions
Proficiency in using multiple discipline-specific applications (Cobra, Primavera, EcoSys, etc.)
Previous or current WTCC or WTP work
