Responsibilities

Team Development and Leadership - Mentor and manage team of professional engineering staff and technicians fostering a collaborative and innovative team environment. Lead the hiring of staff, define performance expectations, provide regular feedback, and support professional growth through training and development opportunities
Engineering Support - Provide engineering support to UEM operational teams in the planning, design, and execution of engineering programs and projects aligned with Utilities and Energy Management (UEM) mission and the University's strategic plan as assigned. Project work includes feasibility studies, budgeting, preparing scopes of work, managing outsourced engineering projects, and performing other technical design tasks
Utility Information Systems Change Management - Manage Utility Information Systems (UIS) Program to modernize utility infrastructure data and visualization tools for the main campus and the Pickle Research Center. Leverages advanced technologies to improve UEM Operations and Distribution utility asset management, project planning, documentation, and reporting. Manage UIS staff serving as UEM experts in utility data collection, geospatial technologies, and lifecycle modeling, working with Campus Operations and external consultants to develop, manage, and ensure the integrity of utility records throughout planning, design, and construction
Environmental Compliance - Manage environmental compliance programs supporting UEM workgroups in meeting State and Federal environmental regulations applicable to UEM including. This includes permitting, reporting, updating compliance plans, monitoring tasks, leading inspections and audits, coordinating response to NOVs and corrective actions, managing compliance contracts, and serving as main point of contact with UT EH&S
Project Collaboration and Advocacy- Partner with internal teams and external consultants to ensure alignment on engineering objectives, milestones, and outcomes. Advocate for engineering needs and secure resources to meet UEM’s project goals and timelines. Ensure UEM and Campus projects adhere to UEM technical specifications and design standards. Foster strong relationships with campus stakeholders, contractors, and regulatory bodies to support seamless project execution. Represent and advocate for UEM’s engineering interests and operational input in cross-functional initiatives and University-wide committees
Oversee engineering and other service contracts working with contract management teams to renew and amend contracts as needed to maintain services
Follow all University and UEM safety policies and procedures, take required safety and developmental training, and identify and report safety hazards. Perform work tasks in a safe manner, wear the proper personal protective equipment, and report near misses and incidents. Abide by Utilities and Energy Management's set of core values: Safety, Respect, Integrity, Reliability, Teamwork, and Excellence. Performs other related functions as assigned. Understand OSHA Construction Safety requirements
Perform other related functions as assigned. Required to carry a University cell phone. Expected to work at all UT Austin campuses and facilities. Drive UT vehicle

Qualification

Required

Bachelor's degree from an ABET-accredited program in Mechanical, Electrical, Civil Engineering or other related field of Engineering
Licensed Professional Engineer in the State of Texas or licensed in another State with the ability to obtain reciprocity in Texas within 6 months of employment
Minimum of three (3) years in supervisory, team lead, or management of project team
At least five (5) years managing or overseeing design and construction project activities for industrial or energy plant facilities, or distributed utilities
Minimum of five (5) years working on higher education or hospital campus district energy projects
Demonstrated ability to manage multiple large and small assignments and tasks in a complex university environment
Experience with project management and budget development
Working knowledge of design and construction contract documents (plans, specifications, submittals, requests for information)
Excellent written and oral communication skills, including presentations to non-technical audiences
Advanced proficiency in Microsoft Excel, Microsoft, PowerPoint, Outlook, and Project software applications
Demonstrated ability to establish and maintain effective working relationships
Ability to work independently and as part of a team
Ability to identify and solve problems, think critically, and create solutions
Ability to adapt to change and quickly learn new technologies and processes
Above average ability to work with software used to manage design and construction projects and collaborate among internal and external teams
Must have a valid driver's license and an acceptable driving record

Preferred

Master's Degree in Engineering or Business Management
Ten (10) or more years managing and/or overseeing large and small institutional design and construction projects with an emphasis on higher education or hospital campus district energy projects
Ten (10) or more years related experience in industrial, steam, chilled water, or utility systems
Five (5) or more years directly supervising 3 or more employees
Knowledge with environmental regulations in the energy and utilities sector
Experience in the development or review of construction standards or codes
Experience using data visualization software such as Tableau or Power BI
Knowledge and skills in AutoCAD and Revit applications
