Operations and Covenants Manager

The Operations & Covenants Manager will oversee HOA grounds maintenance and vendor contracts while managing the enforcement of community covenants, ensuring effective communication and relationship management with residents and vendors.

Responsibilities
Tour the property on an ongoing and continual basis performing common area inspections, identify areas needing maintenance, enhanced landscape etc
Create and manage work orders for all vendors and maintenance staff through Caliber
Oversight on various vendor-related projects and RFP’s
Conduct vendor meetings, as needed, to develop action plans and open communication between vendors, Committee members and Community Association Manager, maintain a professional working relationship with all vendors of goods and services
Oversee and monitor the performance of vendors and inspect and approve the work of such vendors before recommending payment to Community Association Manager
Work directly with maintenance staff to ensure project lists are being completed and perform quality control checks
Provide I&W Committee meeting agendas/material to members 48 hours prior to meeting, facilitate meeting, complete meeting minutes and post on website within three business days
Attend meetings, provide assistance to the Finance Committee as needed
Inspect all 1,065 lots WEEKLY and continual basis performing property inspections as well as ARC compliance inspections. This includes rear yards backing to golf course (golf cart provided to inspect). Send Covenants letters to homeowners within 72 hours of the inspection through Caliber
Ensure escalation of covenant violations consistent with KPCA Bylaws and through the Board approved enforcement process. Exceptions to the process may be authorized by the Covenants Committee or Community Association Manager (and communicated to the committee chair), including self-help remedies and fast-tracking to hearings
Become fully knowledgeable and conversant on all Keene’s Pointe Community Association (KPCA) Covenants, Conditions and Restrictions (CC&R’s) in the KPCA Declaration as well as the Design Standards Manual
Provide friendly and efficient customer service to all inquiries, including educating residents on covenants requirements, rules and regulations, as well as the architectural review process, and responsibilities of various parties, as needed
Work with Covenants Committee Chair to develop agenda for scheduled meetings. Provide Committee meeting materials to members 48 hours prior to meeting. Complete meeting minutes
Write new policies and procedures and covenants letters and revise existing ones as needed to reflect goals of the Board in regard to community compliance
Facilitate Covenants Committee hearings for monetary violations. Apply/lift sanctions within 48 hours of Covenants meeting
Send Covenants determination letters to homeowners within 72 hours from the voting decision of the Committee, which is reflected in the meeting minutes
Act as the central coordinator and record-keeper for all covenants related inquiries, including, but not limited to, violation notices and related processes, regular Committee meetings, meeting notices, meeting minutes, etc
Notify the residents of any pertinent information by sending email blasts. Coordinate with Office Administrator to ensure that information is posted on community website as well as bulletin boards
Assist the Community Association Manager with any other special projects and other responsibilities as requested
