Supervisory Investigative Specialist

Responsibilities
Directs and advises Branch Chiefs, team leads, and staff on the creation of program operating procedures and the development of ORR Vetting products for internal and external dissemination
Prioritizes program tasks and initiatives to align with Departmental and ORR objectives
Provides input to the ORR Vetting Division Chief in the formulation of effective policies, including identifying program training, access requirements, and technology tools necessary to achieve full operational capability
Ensure program goals are accomplished with a high degree of independence, and recommendations are technically sound and relied upon by ORR senior leadership and policymakers
Assists with the development and maintenance of collaborative information sharing networks
Builds alliances and strengthens interagency cooperation by coordinating with Federal, state, and municipal law enforcement counterparts to promote intelligence fusion and situational awareness relevant to ORR's mission
Provides oversight and operational management of the ORR Vetting Division
Responsible for the development, coordination, and implementation of all ORR vetting programs, including UAC sponsorship vetting, suspicious activity reporting, national security investigative analysis, and assessment of acquisition risks (e.g., foreign ownership, control, and influence of ORR contracts and grants)

You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Directing multidisciplinary vetting teams by providing strategic leadership, setting operational priorities, and evaluating performance to ensure consistent, high-quality execution of national vetting objectives in support of agency mission requirements; Managing national vetting operations involving the adjudication of foreign national access requests and investigative analyses, ensuring all determinations complied with established security protocols, federal regulations, and interagency standards; Leading initiatives to automate and modernize vetting systems to streamline workflows, improve data accuracy, and enhance overall efficiency and effectiveness in alignment with agency policies and performance goals; Overseeing compliance with federal laws and agency regulations governing the protection and management of sensitive information to maintain data integrity and verify adherence to information governance and privacy requirements
