Acquisition Management Analyst
Sawdey Solution Services is seeking an Acquisition Management Analyst to support the Short-Range Recovery (MH-65) acquisition program. The role involves providing documentation and administrative support, managing data, and assisting with various program management functions and reporting requirements.

Responsibilities
Organize and maintain an electronic program document repository and archive stored on the USCG provided SharePoint site
Support the collection and submission of routine reports and data calls, including PEO weekly reports; GAO, OMB, and congressional questions; BBDs; Quarterly Acquisition Report to Congress (QARC)
Support program meetings, including Integrated Product Team (IPT) meetings through scheduling, facilitation, note taking, and action item tracking
Perform meeting management functions including, but not limited to, electronically scheduling meetings and meeting locations, coordinating attendees, developing and distributing meeting agendas and minutes
Maintain program information stored in the INVEST reporting database and coordinate required submissions with program staff
Track, analyze, and manage contract deliverables (e.g., Contractor schedules, technical data packages, CDRLs) and reporting metrics as required
Plan, prepare, track, and maintain acquisition documentation in accordance with the DHS HSAM, USCG COMDTINST M5000 (series), and other applicable policies and directives to support project activities, briefings, and Acquisition Decision Event reviews
Draft various procurement request documentation to include, but not limited to statements of work (SOW), performing and documenting market research, and initial cost estimates
Support budget development as needed to include the following for Government approval and implementation: drafting Capital Investment Plan (CIP) updates and out-year budget requests, creation, and update of spend plans, and open obligation validation
Support program risk management efforts by identifying, tracking, and analyzing program risks and developing mitigation plans
Schedule and provide read-ahead materials to support risk assessment meetings and participate in risk assessment meetings and other risk assessment events
Maintain the program risk register in accordance with the CG-9 Risk Management SOP and industry standards for risk identification, assessment, prioritization, tracking, and trend analysis
Maintain the MH-65E program Integrated Master Schedule (IMS) using Microsoft Project and/or Power BI
Develop and maintain the IMS such that it can be used as the primary planning and tracking tool in identifying critical development milestone events and accomplishments for all activities defined throughout the life cycle of the program
Ensure the IMS reflects key programmatic, contracting, production, and testing activities contained in the program acquisition strategy, PMP, and other program documentation
Attend meetings and proactively seek inputs from stakeholders to accurately maintain the IMS
Prepare scheduling materials (e.g., Gantt charts, milestone charts) for program reviews. Generate ad hoc scheduling reports
Identify and analyze risks and issues that arise from conflicts among schedules or delays and propose resolutions to meet established program timelines/milestones
Assist with proposal development, if necessary
Perform other duties, as assigned
Qualification
Required
Must have at least four (4) years of experience in major or non-major systems acquisitions governed by the Department of Defense 5000 Series, Department of Homeland Security (DHS) Homeland Security Acquisition Manual (HSAM), or other equivalent Federal agency policy
High School degree required
Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract
Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook
Must have the ability to obtain a NACI/Public Trust clearance
This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens
Preferred
Six years (6) experience on USCG acquisition programs is preferred
Prior experience with SharePoint, experience developing procurement requests and technical writing, working with the DHS INVEST system, and creating/maintaining an Integrated Master Schedule is desired
