Field Operation Resource Specialist
USAJOBS is seeking candidates for the Field Operation Resource Specialist position within the Food Safety and Inspection Service. The role involves coordinating staffing and related functions to ensure adequate coverage of inspection assignments for meat, poultry, and egg products across several states.

Responsibilities
You will coordinate staffing and coverage of inspection assignments
You will maintain the database of available personnel to ensure assignment staffing
Provide information to union officials and representatives of employment organizations regarding staffing and related issues
You will function as liaison with the FSIS Office of Human Resources to initiate recruitment for new or vacant positions
Coordinate training activities for the district and assist with travel arrangements in accordance with the travel regulations
Authorize and audit travel vouchers to ensure proper use of travel funds
As needed, you may assist in the development of budget and/or hiring projections for the district
Responsible for administering leave schedules for inspection personnel and for monitoring time and attendance reports using GovTA
Conduct orientation sessions for new FSIS employees
Qualification
Required
You must be a U.S. Citizen or U.S. National
Males born after 12/31/1959 must be Selective Service registered or exempt
Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one-year probationary period, unless previously served
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
Must pass the E-Verify employment verification check
For the GS-7 level: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that demonstrates: Assisting in researching and interpreting basic regulations and guides; Assisting in development of staffing reports; Answering routine inquiries from the field and customers on personnel, and management issues; Personnel management and files / records management experience; Maintaining, coordinating calendars and events; Compiling and assembling data, creating and maintaining spreadsheets, personnel, training, leave, staffing or other administrative requirements
For the GS-09 level: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that demonstrates: Researching inquiries and providing guidance and advisory services to customers at multiple levels related to staffing; Maintaining personnel management and file/records management; Coordinating training events and providing input or recommendations for training requirements; Researching and interpreting basic regulations and guides; Assisting in the development of staffing reports; Assisting in providing services to customers at multiple levels related to staffing
Applicants can qualify at the GS-7 level with education: Successful completion of 1 full academic year of graduate level education (an academic year of graduate education is the number of credit hours that the school attended has determined to represent 1 academic year of full-time study)
OR Superior Academic Achievement (S.A.A.) after completing a bachelor's degree. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership
1. Class standing. Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses
2. Grade-point average (G.P.A.). Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required course completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum
3. Election to membership in a national scholastic honor society. Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below
Applicants can qualify at the GS-9 level with education: Master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such degree; LL.B. or J.D., if related
Equivalent combinations of education and experience are also qualifying
