Financial Analysis Specialist

New Mexico Department of Health is responsible for managing budgetary matters within the department. The Financial Analysis Specialist will work with fiscal officers to prepare the budget request and analyze complex projection data from multiple funding sources.

Responsibilities

Working with fiscal officers in the facilities and divisions on the preparation of the Department's budget request, operating budget and monthly budget projections
Analyzing complex projection data from multiple funding sources
Assisting with the preparation and processing of required budget operation functions
Ensuring the accuracy, completeness, and timeliness of the Appropriation Request, Operating Budget, and Budget Adjustment Requests (BAR's) from assigned Program Areas / Facilities
Providing detailed information to DOH management on the impact of budgetary developments and decisions on the operations and programmatic activities of assigned Program Areas / Facilities
Researching and compiling appropriate supporting documentation for all external budget adjustment requests submitted to Department of Finance and Administration (DFA)
Preparing federal reconciliation grant worksheets, DFA BAR forms and other required forms needed to meet DFA requirements
Assisting in the preparation of a budget request and operating budget
Analyzing large complex budgets and projections of a state agency
Preparing internal budget adjustments (IBAR's) requests, and external Budget Adjustments Requests (BAR's); OPBUD 3's; OPBUD4's; BRF's; Allotment Request Forms, Deficiency, Supplemental Appropriation or Special Appropriation forms

Required

Bachelor's degree in finance, accounting, economics, or business administration
Four (4) years of directly related experience in budgeting, accounting, and/or auditing
Must possess and maintain a valid Driver's License
Experience assisting in the preparation of a budget request and operating budget
Experience with analyzing large complex budgets and projections of a state agency
Knowledge and experience of SHARE Financial Modules
Knowledge and experience using Excel, including VLOOKUP's, Pivot Tables and IF statements
Knowledge of Power Pivot and Queries
