Development and Fundraising Manager
U.S. Digital Response (USDR) is a nonprofit organization that partners with governments to enhance their digital services. They are seeking a Development & Fundraising Manager to collaborate closely with the CEO on fundraising efforts, stakeholder engagement, and strategic growth initiatives.

Responsibilities
Partner with the CEO to cultivate and grow a strong portfolio of private and institutional funders
Serve as a trusted execution partner to the CEO and senior leadership to translate ideas into action
Help craft compelling concept notes and proposals for support that reflect USDR’s unique value and potential impact
Collaborate closely with the CEO to prospect and cultivate potential funders to help grow USDR’s impact
Build long-term relationships with program officers and senior decision-makers aligned with USDR’s mission and vision
Drive grants through the pipeline, from prospecting, to relationship building, to proposals, to closing
Identify and qualify new funding opportunities through energetic and proactive outreach, market research, and networking
Identify opportunities to expand USDR’s impact by augmenting existing partnerships
Represent the CEO in funder meetings or ecosystem convenings where needed (with expected travel of once per quarter)
Work closely with the CEO to refresh and operationalize USDR’s fundraising and development strategy
Forge a strong working partnership with USDR’s Program Directors to ensure alignment and effective articulation of how USDR’s offerings are building governments’ ability to deliver reliable, responsive services to their communities
Facilitate cross-org meetings related to fundraising and development
Create sustainable infrastructure for USDR’s fundraising and development function, from concept note development to prospecting and cultivation processes to leading grant reporting and storytelling efforts
Own grant submission processes from proposals to interim to final reports
Contribute well-organized data to CRM systems (Hubspot and Google spreadsheets/docs), pipeline management tools, and other internal reports
Partner with USDR’s Operations team to manage and maintain state charitable registrations
Translate technical and programmatic work into funding proposals that resonate with philanthropic audiences
Collaborate with USDR’s Communications and Marketing team and program colleagues to develop and promote new content that effectively tells the story of USDR’s impact and attracts new funding partnerships
Collaborate with USDR’s Program Directors to lead impact storytelling and results through grant reports
Stay abreast of industry trends, best practices, and innovations
Qualification
Required
5+ years of experience managing cross-functional projects or initiatives that involve senior leaders, external partners, or funders — ideally in technology, philanthropy, government, or adjacent sectors
Demonstrated ability to execute against strategic priorities set by senior leadership, translating goals into actionable plans, timelines, and deliverables
Exceptional written and verbal communication skills, with the ability to quickly synthesize complex ideas and convey them clearly and credibly to diverse audiences
Strong relationship management skills, with comfort engaging senior decision makers and facilitating high-level discussions with confidence and poise
Proven organizational and project management abilities, including prioritizing multiple workstreams, managing deadlines, and coordinating input across teams
Sound strategic judgment, with an ability to connect organizational goals to funder interests — and to spot and communicate opportunities for alignment
Collaborative working style, with a track record of working effectively across functions and levels to deliver shared outcomes
Interest in government service delivery and the ethical use of technology, along with a deep understanding of and belief in what USDR offers governments
