Director of Marketing & Digital Communications

The City of New York's Campaign Finance Board is a nonpartisan agency focused on empowering New Yorkers to participate in elections. The Director of Marketing & Digital Communications will develop and implement strategies to enhance public awareness and engagement in the agency's initiatives and programs.

Responsibilities

Determine high-level goals and identify key benchmarks for awareness of agency programs, lead generation, acquisition, and increased engagement for our website, social media, email, and SMS
Lead market research projects as needed to create communication strategies for priority audiences or evaluate the effectiveness of agency marketing campaigns
Support the constituent teams within the unit Content, Design, Editorial to ensure their workflow, processes, and goals are consistent with division and agency priorities, and with the unit’s overall strategy and goals
Manage media planning and buying for paid media campaigns; approve determinations about advertising budget allocation for various platforms based on key metrics, efficiency, and strategic objectives
Provide strategic direction for marketing and ad campaigns to ensure cohesive implementation among creative vendors, including our ad creative and media buying firms
Spearhead key strategic partnerships with social media, communications companies, and other civic institutions with an interest in civic engagement and participation in elections

Required

A bachelor's degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field
A four-year high school diploma or its educational equivalent and five years of experience as described in '1' above
Education and/or experience equivalent to '1' above
Eight years of experience in a marketing or communications role, with at least half of those in a leadership role supervising a team or mentoring staff
Experience managing large campaigns of $1 million or more, as well as nontraditional experience at the hyperlocal level
Experience working in the elections, democracy, or civic engagement space
Experience leading multi-lingual campaigns
Knowledge of federal, state, and city campaign finance laws and compliance
Knowledge of best practices for consumer marketing
Knowledge of branding, including brand personality and visual identity
Knowledge of traditional advertising, including print, digital, and out-of-home
Knowledge of digital communication platforms and effective organic content
Knowledge of accessibility best practices for digital and print materials
Knowledge of New York City government
Knowledge of politics at the national, state, and local level
Knowledge of campaign finance and voting rights
Knowledge of NYC's demographic makeup and consumer trends
Effective communication skills to interact with internal partners, external partners, and the public
Skill of compelling storytelling
Skill of effective oral communication
Skill of effective writing
Skill of working with data to drive strategic decision-making
Skill of creating marketing plans targeted at specific audiences, including youth and New Yorkers who speak languages other than English
Skill of staff supervision, delivering feedback and managing staff performance

Skill of constructing workflows and processes that guarantee accuracy and consistency of content
