MANAGEMENT AND PROGRAM ANALYST (PERSONNEL POLICIES AND PROGRAMS)

Responsibilities
Works in close collaboration with the OSD, the Services, and the CCMDs in the development and advancement of both civilian and military personnel policies for implementation throughout DOD
Initiates and coordinates modifications and updates to maintain currency of these programs in the interest of a properly armed, globally integrated, and ready joint force
Participates with OPM and OSD regarding personnel policy across all and specific to certain locations. Policy centers on leave, pay, entitlements, safety, travel, accountability, development, prevention and postvention of destructive behaviors, family member programs, resiliency, and morale, welfare, and recreation
Provides advice to the J-1 Director, as appropriate, on manning requirements, service resources, joint plans and policies in support of peacetime, emerging crises and wartime (including Operations Other Than War) operations for the CCMD staff and Joint Task Force (JTF) headquarters
Oversees one of the three branches in the Personnel Readiness Division and is responsible for oversight of all military, civilian, veterans, and family policies and programs that affect the readiness of the joint force
As the Policy Branch Chief plans and assigns work, sets priorities, advises on program goals and objectives, and makes decision on work problems

One year of specialized experience equivalent to the GS-14 grade level in the Federal service
Analyzes, evaluates, and translates Office of the Secretary of Defense (OSD) policies that ensure the readiness, well-being, and support of military, Department of Defense (DOD) civilians, veterans, and their families
Experience working at major command or higher headquarter level organizations (or similar) that requires the ability to apply new legislation, policies, guidance and directives regarding civilian and military personnel policies that impact an agency, military department or greater DoD force to ensure compliance and meet specialized needs of the Department (or Agency)
Significant experience supporting policy development and contributing to the drafting, revision, and coordination of regulations and guidance documents to meet emerging organizational needs and ensure adherence to governing authorities
Knowledge and expertise in all matters of military and civilian personnel programs and policy (these can include but are not restricted to leave, pay, entitlements, safety, travel, accountability, development, prevention and postvention of destructive behaviors, family member programs, resiliency, and morale, welfare, and recreation) to accurately delegate and direct the work, establish guidelines, and have oversight of policies and programs that affect the readiness of the joint force
Expert skill with interpersonal communications, both orally and written, particularly the ability to prepare and deliver executive level briefings and presentations at OSD, JCS, CCMD and Service Department senior management level meetings and conferences (or similar levels of leadership and events)
