Responsibilities

Conduct inspections of construction and utility work performed in the public right-of-way to ensure compliance with permits, approved plans, engineering specifications, and city ordinances
Verify proper depth, alignment, and installation of new utilities
Identify and document violations or deviations, and ensure corrective actions are taken
Monitor work zones for proper MOT/TTC (Maintenance of Traffic / Temporary Traffic Control) setup and compliance
Ensure contractors maintain safe and accessible conditions for workers, motorists, and pedestrians
Verify permit details, contractor credentials, scope of work, and compliance requirements
Respond to requests from citizens and contractors regarding permit modifications, running line changes, and deviations from approved plans
Prepare and maintain accurate inspection records, reports, and documentation
Perform survey analysis to identify encroachments related to easements and right-of-way boundaries
Ensure all disturbed areas are restored to city standards upon project completion
Address and resolve right-of-way concerns from residents, utilities, or contractors
Serve as a point of contact for citizens, utility partners, contractors, and Public Works staff on right-of-way issues
Guide city requirements, construction practices, and regulatory expectations
Collaborate with Public Works team members to support citywide construction and maintenance efforts

Required

Business License issued by the City of Deltona, FL (or ability to obtain prior to start)
Strong knowledge of construction methods, civil infrastructure, utility installation, and right-of-way regulations
Ability to read and interpret engineering plans, specifications, permits, and shop drawings
Proficiency in Microsoft Office Suite (Outlook, Word, Excel)
Intermediate MOT/TTC Certification (or equivalent)
Valid Florida Class E Driver's License
Excellent verbal and written communication skills
Ability to work independently while maintaining positive working relationships with contractors and city staff
Previous experience as a ROW Inspector, Construction Inspector, Utility Inspector, or equivalent municipal/public works role
Familiarity with local government permitting processes in Florida
