Human Resource (HR) Specialist

The City of Beaver Dam is looking for a Human Resource Specialist to manage employment records and support City Departments with personnel matters. The role involves coordinating recruitment, onboarding, benefits administration, and ensuring legal compliance in HR services.

Responsibilities

Coordinates recruitment and selection: prepares job postings, screens applications, conducts or schedules interviews, checks references, and assists with hiring documentation
Conducts new hire orientation and onboarding; processes new employee paperwork and ensures compliance with city, state, and federal requirements
Maintains employee records, personnel files, and HRIS/recordkeeping systems in accordance with confidentiality and retention policies
Provides guidance on city policies, employee benefits, FMLA, leave, workers’ compensation, and insurance programs; acts as the main contact for staff questions on benefits or HR issues
Assists with payroll processing, time-off tracking, and data changes in HR/payroll systems
Prepares reports, tracks metrics, and helps draft/uphold HR policies and standard operating procedures
Supports employee relations: documents incidents, assists with investigations, and promotes a respectful workplace
Coordinates citywide training, safety, and compliance programs (e.g., harassment prevention, safety, customer service)
Supports annual open enrollment, health fairs, or community employee events
Participates in salary surveys, job description updates, and classification studies
Provides public information on city employment, civil service rights, and recruitment policies
Assists in risk management, records requests, or administrative audits as needed

Required

Associate's or Bachelor's degree in Human Resources, Business, Public Administration, or related field
Two or more years of experience in a professional HR or related administrative capacity
Handles confidential, sensitive, and occasionally contentious personnel information
Implements and maintains city, state, and federal employment policies (EEO, FMLA, ADA, FLSA, etc.)
Organizes and prioritizes daily HR tasks, deadlines, and projects
Uses HRIS, payroll/timekeeping, applicant tracking, Microsoft Office, email/calendar, and database systems

Preferred

Bachelor's degree in Human Resources, Business, Public Administration, or related field
HR certification (PHR, SHRM-CP, IPMA-HR)
Experience in the municipal or government sector
