EMS Deputy Director
NEOGOV is seeking an experienced and dynamic professional to serve as EMS Deputy Director – Special Services within the Dare County EMS Department. This senior leadership role provides strategic oversight and operational direction for critical support functions, including training, workforce development, health and safety, and interfacility transport resources, ensuring compliance with regulatory standards and alignment with the agency’s mission to deliver exceptional emergency response services.

Responsibilities
Oversees the day-to-day operations and activities of the EMS department. Aligns work and delegates responsibilities to staff and monitors progress to ensure goals are met and high-quality customer service is maintained
Supervises various levels of uniformed and non-uniformed public safety personnel; oversees training of administrative and supervisory ranks
Serves as liaison and point of contact for other County agencies, and civic, business and community groups
Assists the EMS Director in developing and administering department procedures, policies, budget, training, and operational activities
Manages and oversees all EMS material assets and facility resources
Assumes command of the department in the absence of the Director
Coordinates special programs, such as special equipment, vehicles, training, health and safety, etc
Responds to complex incidents to perform medical sector and/or command functions
Assists Director in Emergency Operations Center functions
Functions in specific duties as assigned such as Infection Control Officer, HIPAA Compliance Officer, Training Officer, Safety Officer, etc. Specific duties may require certification in program area (i.e. NC Level II Instructor)

Qualification
Required
Extensive knowledge of emergency medical services administration, practices, and procedures
Comprehensive knowledge of emergency medical treatment and medical-legal issues related to delivery of EMS
Comprehensive knowledge of laws and regulations pertaining to emergency medical services
Strong organization, prioritization, analytical, and problem-solving skills in order to effectively manage areas of responsibility and attain goals set
Ability to resolve difficult problems and situations
Ability to express ideas effectively, orally and in writing
Ability to make public presentations as required
Leadership and analytical skills are required
Strong influencing and consulting skills
Ability to facilitate a wide variety of employee supervision tactics and professional development programs to enhance the effectiveness and wellbeing of EMS staff
Develops, coordinates, and presents information and training to all levels of employees
Researches, creates, and implements effective processes to enhance employee and/or department engagement and performance
Assists with the hiring, training, coaching, appraising, and remediating of assigned staff
Ability to cultivate strong working relationships and build trust among all team members
Studies new developments in out-of-hospital medical care, medical equipment, doctrine, technology and techniques
Maintains the confidence of the Medical Director in the provision of medical care
Ability to represent the department with a high degree of professionalism
Establish and maintains vendor relationships
Maintains, inventories, and supports EMS equipment to ensure ready state; arranges for on and off-site repair of equipment when necessary
Ability to establish and maintain effective working relationships with medical agencies, community organizations and the public
Associate's degree or equivalent
Five to eight (5-8) years of experience in related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Valid driver's license
Must have current immunization/vaccinations records
North Carolina Office of EMS credential at a Paramedic level or the ability to obtain North Carolina Paramedic credential through legal recognition upon hire
Valid Healthcare Provider CPR certification
Valid certification in, or must obtain within six months of hire, in NIMS ICS 100, 200, 300, 400, 700 and 800
Minimum of two years of EMS supervisory experience at an organizational level of Captain or higher (supervising front-line supervisors)
NC Level I Instructor credential or eligibility to obtain credential (via reciprocity or awaiting NC OEMS application approval)
Preferred
Instructor credentials for specialty courses (i.e. AHA instructor in CPR/ACLS/PALS, NAEMT instructor and/or affiliate faculty, etc.)
NC Level II Instructor credential or eligibility to obtain credential (via reciprocity or awaiting NC OEMS application approval)
