Road Supervisor / Dispatcher
North County Transit District (NCTD) is seeking a Road Supervisor/Dispatcher for Buses to oversee daily operations and ensure the safe and efficient functioning of bus services. The role involves supervising transit operations, dispatching personnel, managing schedules, and responding to incidents in the field.

Responsibilities
Coordinates bus operations by receiving and transmitting information using a computer-aided dispatch system multi-channel radio and telephone communications console with Operators, NCTD management, emergency responders, and other agencies
Coordinates and dispatches all bus operator assignments for revenue service, special events, and emergency response
Monitors and supervises operators' work, drive, and spread time
Maintains and optimizes bus service reliability and on-time performance by implementing failure management strategies which include real time on-street service management and delay mitigation techniques (route diversions), and utilizing any other NCTD resources
Prioritizes reported problems in order of importance and severity and formulates, coordinates, and directs the appropriate course of remedial action
Records pertinent data on incident reports detailing all reported crime activity, accidents, road hazards, mechanical malfunctions, and other miscellaneous operational problems and potential service disruptions
Directs operators during special events, equipment breakdown and service delays or cancellations; requests assistance from other operators and other NCTD operations support personnel, public emergency services agencies, and the general public
Responds to emergencies involving NCTD personnel, vehicles, or property; determines and communicates required response level by NCTD personnel and other agencies, including police, fire, and emergency medical personnel
Notifies appropriate personnel in case of operator emergencies and disruptions or cancellations of service
Reroutes bus lines and prepares detour notices when necessary, resulting from construction, fire, and police activities, civil emergencies, or other unexpected situations
Serves as a regional coordinator of mobility services for police and fire agencies, State Office of Emergency Services, Federal Emergency Management Agency, the National Guard, and other emergency agencies during civil disturbance, natural disasters, and other emergencies; may be required to serve as a NCTD representative at city or county emergency operations command centers
Responds to requests for assistance from disabled patrons and ensures transportation service in accordance with the Americans with Disabilities Act (ADA)
Performs customer and public relations duties, including retrieving lost articles and helping to locate missing persons
Requests various operational reports submitted by operations staff for review and action by management, as appropriate
Assists authorized outside agencies and internal departments with requests for operational information
Operates non-revenue vehicles when patrolling assigned geographical areas to monitor and supervise operators in the performance of their duties
Operates revenue vehicles in the yard, streets, or highways when required
Occasionally operates a bus in revenue service during emergency situations and/or when daily staffing is insufficient to support operations
Evaluates, diagnoses situations, and determines strategies to provide for safety of buses proceeding on scheduled and unscheduled routes
Cites operators for rule and standard operating procedure violations
Counsels operators and prepares written documents concerning operators' performance
Investigates traffic and workplace accidents, incidents, and customer complaints, and prepares necessary reports
Conducts wheelchair securement and vehicle cleanliness checks on in service vehicles
Performs undercover surveillance when necessary to confirm customer complaints or other reports regarding operators' driving performance and/or behavior
Inputs general payroll information into the Computer Assisted Dispatch (CAD) system and verifies accuracy of data/information
Enforces NCTD policies, rules, and standard operating procedures, municipal, state, and federal rules and regulations pertaining to the legal and safe operation of revenue equipment
Plans, directs, and participates in NCTD operations at special events
Reports and takes action to mitigate hazards, scheduling, and operational problems
Prepares training materials, lesson plans, and schedules
Develops detailed technical training and testing materials
Assists in the training and development of new operators and supervisors; provides on-going training and instruction in areas related to passenger relations, safety, accident prevention, bus maintenance; and keeps records of training provided, course content and attendees
Helps perform extra board mark-up, shake-up, and operator bidding activities
Gathers reports and operational data by entering division accident statistics and workers' compensation claims used to identify trends
Performs various administrative assignments
Provides direction to internal and external staff
Adheres to safety rules, regulations, policies, and procedures to ensure the wellbeing of NCTD customers, employees, and business partners
Other duties as assigned
Qualification
Required
High school diploma or equivalent
Two years of experience in bus operation, fleet dispatching, or closely related fields
Must have a current and valid California Driver's license with less than 6 points in the prior 36-month period and no DUIs in the prior 7 years
Must have a CDL B and P2 License with appropriate endorsements
Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton
Excellent communication skills, both verbal and written, to effectively interact with operators, customers, and other stakeholders
Strong problem-solving and decision-making skills to handle operational disruptions, emergencies, and service changes
Ability to monitor and evaluate performance, provide constructive feedback, and enforce operational procedures
Strong organizational skills, including the ability to manage schedules, reports, and personnel effectively
Ability to handle emergency situations calmly and effectively
Ability to work independently with minimal supervision, exercising judgment in day-to-day operations
Ability to work in a fast-paced, dynamic environment while maintaining attention to detail and operational accuracy
Preferred
Bilingual in English/Spanish preferred
One year Coach Operator experience preferred
One year of Customer Service experience is preferred
Benefits
Retirement: NCTD participates in the CalPERS retirement program with a benefit formula of 1.5% @ 65 for PEPRA new members. Benefits are calculated based on your age at retirement, the number of years of service credit with CalPERS and the average of your monthly compensation over the past 36 months (36 months average highest hourly pay rate).
457(b) Deferred Compensation Plan: NCTD offers a Voluntary Deferred Compensation Savings Plan through VOYA Financial Services. Employees are eligible to enroll any time after the date of hire. The plan allows you to contribute pre-tax and/or post-tax dollars into selected funds of your choice. The plan also allows you to: Contribute up to amount specified annually by the IRS, Catch-up plan for those 50+ of up to amount specified annually by the IRS, Is portable, can be rolled over into another qualified retirement plan, Employer match into a 401(a) account (50% up to 8% of employee compensation; Max NCTD contribution of 4%)
Medical Insurance: NCTD offers a rich variety of HMO and PPO plans to choose from and contributes towards your monthly medical premiums, if the coverage you select costs more than the amount NCTD contributes, then payroll deductions will be withheld on a pre-tax basis. Premium rates may vary across bargaining units in accordance with the terms of their respective collective bargaining agreement.
Dental Insurance: NCTD offers two different dental plans for employees and their eligible dependents (HMO and PPO) from a reliable dental insurance provider. Human Resources can provide information regarding annual insurance provider and available plans. Both plans are part of NCTD’s cafeteria plan (pre-tax payroll deductions for monthly premiums).
Vision Insurance: NCTD offers vision services for employees and their eligible dependents through a reliable vision insurance provider. Life Insurance: NCTD cares for its employees and thus provides at no cost to the employee group life insurance in the amount of $50,000 (coverage includes Accidental Death and Dismemberment and Accelerated Death benefits). Additional life insurance is available for you and your eligible dependents at your expense. * Tax reporting is required for any amounts over $50,000, per IRS guidelines. *Supplemental life insurance coverage premiums are deducted on a post-tax basis.
Long Term Disability Insurance: NCTD offers voluntary Long-Term Disability (LTD) insurance. You may elect units of $100 up to 60% of your hourly wage to a maximum of $6,000/month. Deductions are post-tax, coverage 24/7, limitations or exclusions, and benefits are payable to age 65 or for two years (whichever is longer).
Flexible Spending Account Plan: NCTD offers two core FSA plans and two Commuter plans. Health Care and Dependent Care plans are “Use It OR Lose It” calendar year plans *(Jan. 1st – Dec. 31st).* The Commuter Transit and Parking plans do not have a “use it or lose it” policy.
Disability Insurance: Employees contribute to California State Disability Insurance (SDI). The current contribution rate is 1.1% of earnings and is totally paid by the employee. After the 7-day waiting period, SDI pays a percentage of employee’s salary up to a maximum of $1,540.00per week, for up to 52 weeks. SDI may be coordinated with Paid Time Off (PTO).
Accident Insurance: NCTD offers voluntary accident insurance. You may elect coverage for you and your dependents for a flat monthly rate. Deductions are post-tax.
Critical Illness Insurance: NCTD offers voluntary Critical Illness insurance. You may elect coverage up to $10,000 in increments of $2,500, for you and between $2,500 - $5,000 for your dependents, not to exceed 50% of coverage amount. Deductions are post-tax.
Administrative Holidays: 6 recognized paid holidays per year: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.
Vacation: Effective July 1, 2022, vacation rates below will apply. Vacation amounts will be awarded on a bi-weekly basis. After one (1) year of service – one (1) week / 40 hours After two (2) years of service – two (2) weeks / 80 hours After five (5) years of service – three (3) weeks / 120 hours After ten (10) + years of service – four (4) weeks / 160 hours
Personal Holidays: Employees will be given personal holidays on their anniversary date based on the following schedule: After one (1) year of service – one (1) personal holiday After five (5) years of service – two (2) personal holidays After ten (10) years of service – three (3) personal holidays
Sick Leave: New hire employees will receive twenty-four (24) hours of paid sick leave which shall become available ninety (90) days after date of hire, and in accordance with state law, and on their date of hire every twelve (12) months thereafter.
Transportation Passes: All NCTD employees receive an identification “PRONTO Card” which can be used to ride the following NCTD/MTS transit services (BREEZE, FLEX, SPRINTER, COASTER, MTS Bus, Trolley) at no charge. Eligible family members also receive a pass for NCTD public transportation at no charge (paratransit excluded).
Bereavement Leave: NCTD offers paid bereavement leave.

Family Status Change: This allows you to add/drop dependents from current benefit plan elections per IRS “Qualifying Events.” If a “Qualifying Event” occurs, you MUST contact HR within 30 days of event, (Qualifying Event must relate to the benefit change you are requesting).
