Senior Program Manager SME
The Alaka`ina Foundation Family of Companies is a fast-growing government service provider, seeking a Senior Program Manager SME to support their government customer. Responsibilities
Provide program management expertise to support day to day operations within the Air and Space Biosciences Division 711 HPW/RHB S&T Portfolio
Participate and provide expertise in strategic and tactical acquisition planning by assisting in establishing program performance parameters necessary to foster successful execution within the S&T portfolio
Assess budget execution (commitments, obligations, expenditures) across different funding types from various sources; and conduct monitoring and assessment of contractor incurred obligations and the actual expenditures for reporting purposes
Develop, review, and support finalizing program independent cost estimates
Work with a team of finance, contracting, program managers, scientists, engineers, clinicians, research assistants, and other support contractors to collect and analyze project data relevant to support program execution, assessment, and reporting
Assist in the development of necessary contracting activities required to support project contract awards within the portfolio. This shall include assisting in preparing a statement of work and supporting documents for Request for Proposal release, supporting technical evaluations
Provide support at the executive levels within the Government and to contract/industry representatives. If requested, participate in portfolio reviews, conferences, and meetings to deliver program presentations within and outside of the 711th Human Performance Wing
Develop and write technical documentation and briefings for higher level leadership. Examples may include program management reviews, project assessment snapshots, project reporting using DoD electronic reporting systems (Program Management Reporting Tool – PMRT)
Ensure discovered problems/issues are clearly defined and the necessary corrective actions are implemented in a timely manner and/or risk a mitigation measure is in-place to support research project(s) execution
Perform tasks with a strong proficiency in Microsoft software programs to include: Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products required for project reporting and management oversight delivered to Division and Wing officials and identified program/project stakeholders (Monthly Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews)
Perform all tasks with excellent organizational, management, and communications skills
Must be logged into Air Force Teams during their work hours when practicable and display an accurate status indicator while logged in
Qualification
Required
Minimum of a bachelor's degree in business administration/management, finance, or accounting is required
Must have one of the following minimum certification requirements: DAWIA career field certification (APDP Level I or higher) in Financial Management (FM) -or- Program Management (PM)
At least ten (10) years of demonstrated program/project management and budget analyst experience in a Department of Defense (DoD) or federal service work environment; OR at least twenty (20) years of demonstrated program/project management experience managing project strategy development, budget, cost, schedule, performance, and product delivery parameters
Possess demonstrated experience with the Planning, Programming, Budgeting, and Execution process; program planning and baseline establishment; requirements management; contracts and agreements administration; analyzing obligations and expenditures
Possess demonstrated experience with budget programming and execution for multi-million-dollar valued programs; and managing multiple funding types
Possess a demonstrated understanding of fundamental fiscal restrictions/regulations and various types of contract vehicles
Possess demonstrated experience in developing program cost estimates to establish program cost positions for higher level review; and collecting cost data from various sources for analysis
Possess demonstrated experience with developing and writing technical documentation and briefings for higher level leadership. Examples may include program management reviews, budget/financial execution reviews, program assessment and status reports using DoD electronic reporting systems
Must be willing to sign a Non-Disclosure Agreement (NDA)
Must be U.S. Citizen
Must Pass a Tier 1 background check (T1)/SF85 and be eligible for a CAC card
Preferred
Experience using Air Force accounting Comprehensive Cost and Requirement System
Demonstrated experience working in a STEM (science, technology, engineering, and math) or Research & Development work environment
DoD Financial Manager and/or Comptroller professional training and certification
