Responsibilities

Research, analyze, and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws, regulations, and accounting principles
Manage and maintain the automated cost allocation plan for assigned grants
Complete federal reporting and federal claims for assigned grants within applicable federal systems
Establish and maintain account coding to ensure tracking of federal grants at the Catalog of Federal Domestic Assistance (CFDA) number for both revenue and expenditures
Coordinate and track all audit requests to ensure deadlines for submission are met
Review all SAO audit data requests and work with various staff to ensure sufficient data and/or reports are provided
Review and pull all supporting documentation (AP/AR) to ensure SAO has necessary documents for audits
Review Office of the Inspector General (OIG) audits for nationwide findings and federal self-assessments to limit federal non-compliance findings and reduce risk

Required

Equivalent education and relevant professional experience with increasing levels of responsibility totaling six (6) years. Relevant experience includes experience in accounting, payroll, finance, or closely related field. Professional experience may substitute for education but not usually for the credit hours
A Bachelor's degree in business administration, public administration, or a related field, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and five (5) years of relevant professional experience with increasing levels of responsibility. Professional experience may substitute for education, but not for the credit hours
Ability to communicate clearly; both in writing and verbally, to provide consultation and program interpretation to staff and stakeholders. Compose and edit briefing papers and reports which convey complex information, including federal regulations, in a concise and clear manner
Ability to evaluate, compile, and organize data into reports and policy recommendations including creating spreadsheets, or applicable documents using various systems to analyze a variety of DCYF expenditures to produce informative information to upper management
Effectively manage multiple priorities and complex projects in a fast-paced environment and meet ongoing competing deadlines
The ability to take action to learn and grow
The ability to take action to meet the needs of others

Preferred

Knowledge of federal funding regulations, requirements, and procedures that relate to Title IV-E, Title IV-B, SSBG, TANF, CCDF, and Title XIX
Knowledge of state rules, regulations, and laws
Knowledge of the state legislative process and how it plays into an agency's budget and funding levels
Advanced program management skills including working as a team to resolve problems effectively and efficiently to achieve the agency's goals and mission
Knowledge of state and federal child welfare and child care policies and their impact on federal funding
Ability to interpret results of program funding evaluation via research and apply results to maximize federal funding
Ability to operate a personal computer and software such as Microsoft Office Suite
