Project Policy Analyst 4 (Project Management & Analytics) - UC Davis
University of California, Davis is hiring a Project Policy Analyst 4 to support a new statewide Center of Excellence under a major DHCS contract. Responsibilities
Lead cross-functional coordination of project activities related to invoices, budgets, deliverables, and performance tracking
Coordinate and monitor project timelines, milestones, and contractual deliverables across all Center units to ensure compliance and accountability
Develop, maintain, and refine project management tools, dashboards, and reporting frameworks to monitor progress, risks, and outcomes
Facilitate contracting calls, risk reviews, and barrier-resolution sessions, document outcomes, and track follow-up actions
Identify and communicate risks, barriers, and performance variances to leadership, and support development of corrective action strategies
Integrate evidence-based practices (EBP) and data-informed methodologies to enhance fidelity, quality, and consistency across implementation areas
Oversee documentation of RACI matrices, risk registers, project artifacts, and communication records to maintain transparency and alignment
Prepare comprehensive reports, dashboards, and presentations for DHCS, UC Davis leadership, and external stakeholders summarizing project status, risks, and results
Foster collaboration among unit leads to strengthen efficiency, coordination, and alignment with Center goals
Promote best practices in documentation, data management, cross unit communication, and change management
Conduct analytical reviews of data from training, fidelity monitoring, and coaching activities to identify trends, barriers, and opportunities for improvement
Collaborate with administrative and fiscal leads to interpret project related financial data, ensuring alignment with program goals (without performing direct fiscal management). Partner with stakeholders to evaluate project performance and identify opportunities for process and quality improvement
Support data-driven decision-making by analyzing project outputs, outcomes, and fidelity measures
Develop standardized reporting templates, dashboards, and tools to enhance visibility into project status, risks, and deliverables
Provide high-level analytical support for policy development, program evaluation, and process improvement within the Center
Conduct comparative and best-practice analyses to inform the design and refinement of Center for Excellence processes, ensuring compliance with UC and DHCS standards
Develop recommendations, frameworks, and tools for project governance, performance evaluation, and evidence-based decision making
Contribute to strategic planning and sustainability efforts by preparing data summaries, analyses, and recommendations
Document and disseminate lessons learned, best practices, and process innovations to promote continuous improvement
Represent UC Davis and the Center for Excellence in collaborative planning sessions with state agencies and partner organizations
Qualification
Required
Bachelor's degree in a related field or equivalent combination of education and experience
Minimum five years of experience managing or coordinating complex, multi-stakeholder projects involving policy, data analysis, and reporting in a fast-paced environment with diverse project teams and on multiple and simultaneous complex assignments, some of which may be unfamiliar or ambiguous where no clear guidelines exist
Demonstrated ability to implement change management related to various projects and deliverables, including communication and training plans
Proven experience in project-related activities such as budget tracking, deliverables management, risk mitigation, and performance reporting
Experience in business systems or data analysis, formulating strategies and recommending evidence-based solutions to complex organizational issues
Advanced proficiency with project management and data visualization tools (e.g., Smartsheet, Airtable, Tableau, Power BI), including automations, reports, and dashboards
Strong analytical, problem-solving, and decision-making skills with the ability to set priorities and exercise sound judgment
Excellent interpersonal, written, and verbal communication skills with the ability to convey complex technical information to diverse audiences and communicate results effectively to senior leadership and stakeholders
Preferred
Master's degree in Public Administration, Public Health, or related field
Experience working in higher education or state-funded behavioral health initiatives
Experience with both waterfall and Agile methodologies
Experience in quality assurance, user acceptance testing, and monitoring of key performance indicators as part of project implementation
Knowledge of DHCS contract compliance and BHCIP program frameworks
Familiarity with large-scale evidence-based implementation and fidelity monitoring methods
