Deputy Division Director of Behavioral Health

Responsibilities

Develop program objectives and plan programs in collaboration with the Division Director, other Department leadership, related agencies, community partners, consumers, and program staff: Monitor program services to ensure compliance with statutory responsibilities, state administrative rules, and all related contracts. Lead the implementation of federal, state, and local health care reform measures. Prepare and present annual program plan and budget, which includes an assessment of County needs, program goals, projected local revenues, and requests for state and federal revenues. Monitor and manage related budgets to control expenditures and maximize revenues. Participate and lead policy and procedure development
Oversee workforce development and quality improvement projects: Assure appropriate support to staff and community partners. Develop and implement productivity standards. Lead changes to meet standards and to enhance productivity. Conduct performance evaluations
Direct quality improvement plans, processes, and evaluation. Report out to the QA/QI committee
Represent Lincoln County in division, county, regional, and state leadership activities: Participate in Community Care Organization planning, utilization management, and quality assurance efforts. Attend and participate in meetings and activities with state and local associations, organizations, and community partners. Respond to general inquiries and provide information and assistance regarding Behavioral Health services. Respond to complaints or questions about services provided to clients of County programs
Participate as a member of the Director’s Team: Participate and helps facilitate the Exec Team/Senior Team meetings. Participate with appropriate state agencies, advisory committees, and with community partners as needed. Perform other related duties as assigned

Required

Masters in behavioral or health science or related field
Four-Five years experience in mental health
Two (2) years of progressively responsible administrative experience including program planning, management, and staff supervision
Oregon Driver's License required within 30 days of hire
Knowledge of philosophies, principles, and practices of behavioral health
Knowledge of statutes and administrative rules which govern community health operations
Knowledge of administrative principles associated with budgeting, employee supervision, personnel management, and program planning
Knowledge of external contacts including the Oregon Health Authority (OHA), the InterCommunity Health Network (IHN), other local or regional health care organizations, and other government and private agencies
Knowledge of contractual responsibilities of division staff and partner agencies within the community

Preferred

QMHP, LPC, LCSW, or LMFT desired but not required
