Planner / Senior Planner
The Town of Snowmass Village is looking to hire a Planner/Senior Planner to join our Community Development Department. This role involves performing technical and professional work in zoning and land use administration, including reviewing development proposals and providing guidance on planning matters.

Responsibilities
Reviews major development proposals, in coordination with the Community Development Director, and based on sound planning principles, policies, standards and technical criteria contained in the Municipal Code and Comprehensive Plan, makes recommendations for approval, conditional approval, or denial to the Planning Commission and Town Council
Reviews minor development proposals
Oversees the review or reviews and analyzes data for zoning applications, including variance for the regulations of the Municipal Code where permitted, exemptions from the provisions of the subdivision regulations, comprehensive sign plans, temporary use permits, and special review uses
Oversees the review or reviews major development plans submitted for a building permit to determine whether the project is in conformance with the floor area and height regulations, applicable ordinances or resolutions, and other general zoning regulations defined in the Town Municipal Code
Approves zoning compliance on building permit applications at the discretion of the Community Development Director
Formulates necessary recommendations on proposals when a land use application is considered by the Planning Commission and/or Town Council, or deals with the application on an administrative basis when permitted by the Municipal Code and designated by the Community Development Director
Analyzes codes and suggests and prepares proposals to improve, clarify, and/or simplify codes in coordination with the Community Development Director
Provides staff assistance to the Planning Commission, advises the Commission on zoning and related planning matters, and is responsible for presentations to the Commission
Prepares resolutions and ordinances for approval by the Community Development Director and Town Attorney regarding zoning related matters to be presented to the Town Council or Planning Commission
Makes recommendations to the Community Development Director on updates to the comprehensive plan for municipal development involving elements of the long-range planning program and tools for implementation
Advises and provides guidance to developers, engineers, site planners, architects and others on general planning matters and the zoning regulations of the Town
Answers general questions from citizens, contractors, land development professionals and others regarding the explanation of code interpretation and regulations as it applies to land development proposals
Works in cooperation with other department staff reviewing, processing and approving building permit applications and plans for zoning compliance
Performs electronic zoning compliance as part of the building permit review process
Performs technical review, in coordination with the Senior Planner, of building permits relative to building floor area, applicable setbacks/separations, height, size, site design, circulation, parking, access, drainage, grading, landscaping, special conditions and other appropriate property development regulations and zoning requirements as defined in the Municipal Code and conformance with approval documents
Reviews building floor plans, sections, elevations, diagrams and related details, landscape plans, plats and topographical surveys electronically for compliance with the Municipal Code and conformance with approval documents
Handles minor development proposals/land use cases such as minor PUDs, temporary use permits, variance requests, administrative modifications, and subdivision exemptions, under the guidance of the Community Development Director
Under the direction of the Community Development Director, formulates necessary recommendations addressing land use code requirements, writes staff reports, and presents land use cases for consideration by the Planning Commission and/or Town Council, or deals with the application on an administrative basis, when permitted by the Municipal Code and designated by the Community Development Director
Prepares public notices, notices of decision, resolutions and ordinances for approval by the Community Development Director and/or Town Attorney regarding zoning related matters which may also be presented to the Town Council or Planning Commission
Works with and makes recommendations to the Community Development Director on updates to the comprehensive plan and other long range planning documents
Qualification
Required
Graduation from an accredited college or university with a Bachelors Degree in Planning or Urban Design, or any combination of education and experience equivalent to a Bachelors Degree in city planning or closely related field, and experience in all phases of city planning and some technical experience in zoning administration
Minimum of three years' experience working as a Planner in a government agency with issues related to land development, construction, site and or building design evaluation
Computer skills required
Thorough knowledge of the Town Municipal Code
Thorough knowledge of the principles and practices of city planning, zoning and land use regulations
Ability to read and interpret site plans, architectural building plans, development plans, zoning maps, landscape plans, surveys and plats
Understanding the principles of architectural design, site analysis, site planning and construction processes since the Senior Planner may need to review site conditions and suggest appropriate modifications to insure conformance with minimum development standards and appropriate site planning practices
Ability to analyze, critique and make design change recommendations to architectural drawings, site plans and master plans
Ability to carry out research studies, analyzes problems, prepare and analyze technical reports and formulate recommendations
Ability to prepare and make presentations to public bodies
Ability to plan, organize, and follows through on all work activities
Ability to speak effectively before public gatherings
Ability to establish and maintain effective working relationships with other employees, developers, owners, officials, and the public
Ability to utilize personal computer and planning related software to prepare reports, correspondence, charts, graphs and other illustrative methods to convey information
Ability to access information from GIS
Preferred
Master's Degree preferred
General knowledge of civil engineering, building code and/or landscape architecture desirable
Knowledge of the principles of graphic presentation
Drafting skills desired
