Supervisor-Development Analyst

Responsibilities
Coordinates and assigns daily activities for Project Development Analyst
Reviews and verifies accuracy of permits issued in order to maintain consistency and ensure all errors are explained to the project managers and CSR’s and corrected
Reviews and evaluates staff performance to identify problems. Also develops and coordinates corrective action solutions to correct staff performance
Researches and revokes when necessary, permits that have been issued in error or issued based on inaccurate information provided
Manages Project Development Analyst in Standard Operating Procedures (SOP) evaluation and amendment
Manages requests for leave (i.e. benefit, sick, short-term)
Acts as Section Manager in the absence of the Manager
Develops and implements reports for improvement of unit
Acts as an expert witness and provide legal testimony
Contract management
Coordinates with adjacent and impacted counties
Coordinates with State and Federal agencies
Attends meeting regarding complex and sensitive economic development
Reviews and issues permits during periods of low staffing levels
Reviews responses generated by staff to inquiries received over the internet regarding department, codes, ordinances and the permit process
Assists in the evaluation of training needs of Project Development Analyst and performs training in office to Project Development Analyst when newly hired and on a continuous basis
Interacts with the Manager in the identification of training needs for Project Development Analyst
Reviews and issues permits for commercial and industrial projects of a complex or sensitive nature. (ILP, Structural, Sign, Wrecking)
Participates at development and planning meetings to inform and assist developers in outlining development standards and commitments that will be reviewable and enforceable
Participates in supplemental review meetings
Works with Civicnet maintaining current web related applications and the development of new web related applications
Reviews all recorded plat documents received from Current Planning, outline development standards and commitments and create subdivision files for use by Project Analysts
Participates as member of change Control Board to evaluate and approve changes to city wide integrated computer applications
Provides Project Development Analyst and other customers with technical support in interpretation and application of building codes and zoning ordinances
Reviews and coordinates plans and forms necessary in submitting and receiving approval for development within designated Wellfield districts
Receives, reviews, and maintains construction plans and specifications for the Master Permit Process. Revise process as necessary
Ordinance analysis and recommend revisions
Attends Plat Committee Hearings
Attends Contractor Orientation and explain the permit process to new contractors
Communicates with Inspection Services and Project Managers regarding issues, problems and procedures with cases under review and issued permits
Attends meetings as part of the Tidemark Review Team and review and approve proposed changes and improvements to be implemented
Establishes and implements policies and procedures to improve the process through coordination with other internal and external agencies
Investigates questions and complaints regarding problems with permits or the permit process and coordinate resolution
Evaluates and recommends changes to integrated computer applications
Assists Project Development Analyst with customers when situations and/or communications become strained or there is need for explanation and/or clarification
Receives, distributes, and tracks requests for zoning confirmation and zoning history letters
Maintains and updates all forms associated with ILP, Structural, Sign, and Wrecking permit review and issuance
Qualification
Required
Bachelor's degree in related field of study and two (2) years of directly related work experience in construction industry
One (1) year of related experience may be substituted for each year of formal education
A working knowledge of all the applicable building codes and ordinances
Ability to prioritize and handle varied assignments and heavy workload
Must be able to public speak and make presentations
Ability to review plans, specifications and determine necessary permits required on construction sites
Ability to effectively supervise subordinates
Ability to read and interpret blueprints, plans and specifications
Ability to maintain reporting procedures and documentation
Ability to understand and interpret City ordinances
Ability to communicate effectively, both orally and in writing, on technical, complex, or controversial matters with Inspectors, contractors, and the general public
Ability to operate a computer for data entry and retrieval
A valid driver's license required
