Work Control Planner 2/3
Los Alamos National Laboratory is a multidisciplinary research institution engaged in strategic science on behalf of national security. The Work Control Planner will be responsible for developing and reviewing work packages, ensuring safety compliance, and managing maintenance planning and scheduling activities.

Responsibilities
Responsible to the Work Control Manager for developing and/or reviewing work packages including time, material, and labor estimates, written step-by-step work instructions, procedures, safety and testing requirements for the implementation and control of operations, maintenance, construction or modification of work activities within a given facility or area
Specific planning duties will focus on electrical work but may also be related to water, waste water, and steam utility distribution systems
Also includes resolving work restraints and bringing work packages to final closure
Safety and security are a primary responsibility for all Laboratory employees
Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security
Prepare, review and issuing equipment and/or system modification, corrective maintenance, and/or preventative maintenance work packages in accordance with applicable procedures and regulations
Analyze time and material requirements for work activity
Assist in the preparation of detailed specifications for materials and labor estimates
Assist in the development of step-by-step instructions for work
Track and expedites established priority of work packages
Assist in preparation of efficient and specific instructions for the isolation, containment or de-energizing various mechanical, physical, electrical, systems according to established procedures and regulations
Assist with various functional and administrative activities in conjunction with the primary work control/work package development including, but not limited to, permit development, testing requirements, documentation generation, records management, database information management, retrieval and review, and/or training
Understand and adhere to all Laboratory and industry regulatory guidance and governance specific to work control and planning
Ensure all work control results, materials, processes, and final products meet quality specifications and are completed according to established requirements
Provide guidance, training and instruction to lower level planners
Evaluate processes, programs and procedures for potential improvements
Provide functional and operational direction to reporting maintenance/operations support, and/or clerical employees, if assigned
Qualification
Required
Ability to fully understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures
Experience interpreting various mechanical and electrical documents, blueprints, drawings, and schematics
Knowledge of legal requirements and environmental impacts affecting work control and planning
Knowledge of the Laboratory's work control and facility policies, practices, and procedures
Working knowledge of and experience with work control, materials management, and/or mechanical maintenance
Experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting work control and planning
Ability to fully conceptualize and communicate major elements of work control and planning to both technical and non-technical personnel
Ability to utilize and manipulate a computerized work management system in maintaining and tracking work planning activities
Skill in the preparation and presentation of work control reports
Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation

Preferred
Working experience and/or knowledge with Asset Suites and Mobile Work Package (MWP)
Active Q Clearance
Knowledgeable of facility and/or utility related equipment
