DEPUTY DIRECTOR OF SIF/INTERNAL CAPITAL PAYMENTS/EMPLOYEE EXPENSES
The NYC Department of Social Services is dedicated to fighting poverty and addressing homelessness in New York City. They are seeking a Deputy Director to oversee operational, fiscal, compliance, and reporting functions within the SIF, ICP, and Employee Expense Units, supporting the Director in ensuring effective management and execution of financial operations.

Responsibilities
Assist in overseeing and managing the day-to-day operations of the DSS/HRA and DHS portfolios for the SIF, ICP, and EE Units, ensuring continuity of services, timely processing of transactions, and adherence to established procedures
Support the implementation of the Executive Director’s directives by helping develop operational strategies, streamline workflows, establish benchmarks, clarify instructions, monitor resource allocation, and resolve routine issues to help achieve unit and agency goals
Assist in managing agency-controlled checking accounts, including ensuring accurate administration of small purchases, petty cash transactions, and related reconciliation activities
Support the processing of Miscellaneous Employee and client-related non-SIF expenses, ensuring that transactions are properly documented and accounted for within the Miscellaneous Expense Account (MEA) and Internal Fund Account (IFA)
Assist in maintaining the inventory and distribution of Metrocards for over 66 Job Centers and multiple DHS programs, and support the accurate issuance of emergency checks and Medicaid cards as needed
Help review expenditure documentation and replenish bank accounts, including assisting with the preparation of quarterly expenditure and replenishment reports
Support the Director in ensuring accuracy of payments for authorized HRA and DHS capital projects totaling more than $35 million annually, including reviewing supporting documentation and validating compliance with funding requirements
Assist in managing the review and approval process for employee reimbursements, including travel, transportation, mileage, tolls, parking, and other work-related expenses
Support enhancements and operational oversight of program applications, including the Employee Expense System and the electronic SIF/Non-SIF systems (ESIFS and NSIFS), ensuring the systems meet business needs and internal control standards
Assist in preparing operational reports for upper management, including activity summaries, performance dashboards, trend analysis, and other reports used for managerial
Qualification
Required
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in '1' above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above

Preferred
Strong analytical skills and ability to interpret complex financial data
Experience preparing operational and performance reports for management
Knowledge of government payment workflows, including FMS and invoice processing procedures
Proficiency in Excel, Power BI, Tableau, or other reporting tools
Excellent communication skills, both verbal and written
Demonstrated leadership and staff development experience
Strong organizational skills with the ability to prioritize tasks in a manual, detail-heavy environment
Background in internal controls, fiscal operations, or process improvement (Lean/Six Sigma a plus)
