Responsibilities

Plans and schedules the construction, repair and maintenance operations of the Stormwater, Streets, Landscape and Grounds Division, including, but not limited to vacuum truck operations, canal maintenance, drainage system installation, Streets maintenance, Parks maintenance and provides direction and supervision to all personnel in this Division
Provides the Stormwater, Streets, Landscape and Grounds divisions with technical and general supervision in areas including, but not limited to, the review and inspection of work, completion and review of paperwork (work orders, timecards, reports, license and permit applications to governmental agencies), contractor supervision, procedures and safety of operations, planning and efficient scheduling of work
Maintains maintenance and inspection activity logs of activities performed in canals, catch basins, stormwater pipes, end walls, swales and retention areas as required by the National Pollutant Discharge Elimination System (NPDES) guidelines
Prepares budgets and coordinates budget matters with the Director. Monitors expenditures to adhere to approved budgets. Conducts inventories and orders materials
Operates a variety of field and office equipment including, but not limited to construction equipment, boats, vehicles, trucks, trailers, power tools hand tools and computers
Responsible for the proper operation of activities including procedures and safety requirements of all personnel in the Stormwater, Streets, Landscape and Grounds Division. Ensures that all employees are trained in and follow good safety practices
Provides assistance to the public by addressing concerns, resolving issues, and responding to inquiries in a courteous and timely manner
Explains City policies, procedures, and regulations clearly and accurately to ensure understanding and compliance
Communicates effectively with a wide range of individuals, including City employees, supervisors, residents, vendors, contractors, and other members of the public
Maintains a professional demeanor in all interactions, fostering positive relationships and promoting the City's values

Required

Must possess at least an associate's degree and five (5) years of progressively responsible experience and/or training in the maintenance, repair and construction of Stormwater facilities and transportation maintenance, with a minimum of three (3) years supervisory experience
Must possess a Pesticide Applicator License (FDACS) a copy of the license, must be uploaded with your application, and a valid State of Florida Driver's License
Possession of a Stormwater Operator Certification (FSA) or the ability to acquire such certification within first year of employment
Possession of an Arborist Certification or the ability to acquire such certification within first year of employment
Stormwater Inspector/Erosion and Sediment Control Inspector Certification within a year
Principles, practices, and methods used in the construction, maintenance, and repair of streets, stormwater systems, sidewalks, curbs, and gutters
Knowledge of drainage systems, stormwater regulations (e.g., MS4 permit requirements), erosion control, flood mitigation, and environmental impact management
Understanding of grading, paving, materials (asphalt, concrete), and infrastructure design principles
Local, state, and federal regulations (e.g., OSHA, EPA, ADA) as they pertain to street and stormwater infrastructure
Understanding of budget preparation, cost estimation, and managing expenditures within public sector constraints
Familiarity with computerized maintenance management systems (CMMS), GIS mapping, and infrastructure asset tracking
Procedures for responding to weather events, flooding, and infrastructure failures
Skill in planning, scheduling, and coordinating multiple maintenance and capital improvement projects
Strong analytical and critical thinking skills to troubleshoot drainage issues or deteriorating road conditions
Proficiency with heavy equipment, tools, and materials used in road and drainage work
Effective verbal and written communication with staff, other departments, contractors, and the public
Managing personnel issues and complaints diplomatically
Interpreting reports, work orders, inspection results, and performance data
Competency with Microsoft Office, work order systems, and GIS platforms
Ability to lead crews, assign work, set priorities, and monitor performance
Ability to develop short- and long-term maintenance plans and prioritize tasks effectively based on urgency and resources
Ability to read and understand technical drawings, maps, and construction documents
Physically able to inspect infrastructure and job sites under varying conditions
Ability to mentor employees, implement training programs, and ensure workforce readiness
Ability to prepare accurate records of maintenance activities, inspections, and compliance reports
Ability to respond to emergencies, meet deadlines, and make quick decisions during inclement weather or infrastructure failures
Coordinate with engineering, planning, and finance departments as well as contractors and community members
