USAJOBS is seeking a Human Resources Specialist (Recruitment & Placement/Comp) to serve in the Office of Civilian Human Resources, Overseas Program Center, in Guantanamo Bay, Cuba. Responsibilities

You will serve as a recruitment and staffing advisor on overseas recruitment strategies, policies, and sources
You will provide staffing and recruitment advisory services for both U.S. and Foreign National/Local National actions
You will advise management on a wide range of staffing issues such as workforce shaping, special placement programs, recruitment methods, and compensation, such as special pay incentives
You will conduct duties in support of the overseas allowances/entitlements program, including, but not limited to initial orientation, reconciliations and out-processing
You will prepare narrative reports to document cases and recommend actions for resolution of problems
You will meet regularly with customers to provide the status of Human Resources actions and to ensure consistency in communications

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This is a Mission Essential position
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Researching and analyzing Federal civilian HR regulations to advise managers on civilian recruitment, staffing, and compensation policy
