Responsibilities

The Assistant Commissioner (AC) plans, oversees, and coordinates program goals and strategies for effective service delivery across AAS Business Units
This includes the design and delivery of IT, professional services, and other acquisition solutions on behalf of other federal customer agencies worldwide
The AC is directly responsible for: (1) the planning, development, and execution of strategic plans, business cases, and new business initiatives, (2) coordinating the development of new business lines and offerings, (3) developing and maintaining electronic service delivery systems and tools along with Artificial Intelligence (AI) and automation initiatives in collaboration with stakeholders across GSA, and (4) serves as the Head of Contracting Activity for AAS
Additionally, the AC; Provides authoritative advice, guidance and direction on AAS Business Unit strategy plans and reviews plans for consistency with AAS enterprise strategy
Provides input to all AAS annual performance plans and develops, monitors, and reports on business and financial performance measures and indicators
Develops and administers a comprehensive program for AAS customer service assessment
Develops and builds a strong and effective relationship with the FAS portfolio/categories/offices for successful program implementation
Plans directs, and controls all financial resources of the AAS program
Responsible for the preparation of AAS’ annual program plans and budgets
Conducts high level administrative and financial management studies and reviews business processes and organizational structures
Plans, develops, analyzes, monitors, and reports on organizational performance and budget execution for the AAS portfolio and its programs
Directs, controls, and coordinates the AAS activities located within the AAS Business Units
These activities offer a full range of services to customers, including but not limited to, customer requirements definition, solutions design, project and financial management, technical assistance, migration planning, and customer care
Establishes ongoing communications with customers through established advisory and governance groups and boards in order to develop and execute strategies for continuous improvement of customer-focused service delivery processes
Develops human capital strategies and provides an organizational framework for the recruiting, retention, training and promotion of staff to build and sustain a customer-focused acquisition workforce that demonstrates expert acquisition, technology, financial and project management competencies required to meet customer requirements
Develops, oversees and evaluates workforce development strategies for AAS acquisition staff that are consistent with succession planning goals and with current and future AAS program and customer needs

Required

Demonstrated ability to lead and fully manage an assisted acquisition solutions organization. Prior experience must include oversight of policy development and implementation, and activities necessary to operate a successful fee-for-service program including the development of overall goals, objectives, long-range plans, and financial and human resource management
Demonstrated expert knowledge of the laws, regulations, and policies governing Federal acquisition
Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
