Environmental Programs Supervisor
The City of Mesa is seeking an Environmental Programs Supervisor to oversee environmental programs and manage staff within the Sustainability and Hazardous Materials/Solid Waste Assignments. This role involves ensuring compliance with environmental regulations, developing strategies for corrective actions, and representing the City in various regulatory meetings.
Responsibilities
Overseeing environmental programs
Supervising and directing staff
Addressing departmental and environmental concerns
Evaluating work products to ensure quality and compliance
Reviewing and analyzing proposed environmental regulations to determine their impact on City operations
Developing strategies and criteria for corrective action measures
Developing and maintaining internal guidelines and procedural documents to ensure compliance with environmental regulations
Coordinating with various departments to provide training related to environmental policies, procedures, and regulations
Representing the City at meetings involving regulatory agencies, other municipalities, and professional associations
Tracking data for Mesa’s annual report
Reviewing contracts drafted by the Environmental Programs Specialist
Coordinating various onsite audits
Grant management responsibilities
Qualification
Required
Graduation from an accredited college or university with a Bachelor's Degree in Environmental Science, Environmental Engineering, Chemistry, Biology, Industrial Hygiene, Hydrology, Geology, Sustainability, or a related field
Extensive (5+ years) full-time experience working on environmental and/or sustainability projects or programs
Must possess a valid Class D Arizona Driver's License by hire or promotion date
Must meet the qualifications to wear a tight-fitting respirator by passing a medical evaluation in accordance with Code of Federal Regulations (CFR) 1910.134 by hire or promotion date and must maintain certification
Must be able to obtain Occupational Safety and Health Administration (OSHA) 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within 12 months of hire or promotion date or maintain annual refresher training
For those program areas directly managed by this class, must obtain Asbestos Hazard Emergency Response Act (AHERA) certification, Department of Transportation (DOT) Hazardous Materials certification, and United States Environmental Protection Agency Resource Conservation and Recovery Act (RCRA) certification within 12 months of hire or promotion date or maintain annual refresher training
Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures
Preferred
Broad based experience managing storm water, air quality, hazardous materials/wastes, and asbestos programs is highly desirable
A Master's Degree from an accredited college or university in a related field or certification as a Professional Engineer, Industrial Hygienist, or Hazardous Materials Manager is preferred
