Project Scientist- Air Quality

The Project Scientist - Air Quality will provide technical support for air quality permitting and compliance work, managing multiple assignments while collaborating with internal teams and clients to ensure project success.

Responsibilities

Lead and execute assigned air quality tasks, coordinating data collection, field activities, and documentation to meet project requirements, quality standards, budgets, and deadlines
Support air quality permitting and compliance projects, including preparation and maintenance of permit applications and supporting documentation (e.g., Title V, NNSR, PSD, minor source/state/local construction and operating permits) and associated compliance records
Assist with air quality impact analyses, emissions-related evaluations, and preparation of emissions inventories and reporting (e.g., EIR), as applicable to project scope
Conduct field investigations at client sites to observe processes and control equipment, collect operating and environmental data, and ensure data quality and defensibility
Compile, evaluate, and interpret air and environmental data (e.g., operating data, monitoring data, control device information); perform basic calculations and assessments to support compliance demonstrations; and summarize results in clear tables, figures, and technical narratives
Assist with regulatory applicability and compliance evaluations under state, federal, and local regulations; summarize requirements and recommended compliance approaches for review by project leadership
Prepare environmental guidance documents, compliance plans, and periodic regulatory reports and submittals, including permit-required reports and deviation or incident summaries
Contribute to broader environmental programs and plans where air compliance intersects with other requirements, such as SWPPP, SPCC, and CERCLA/RCRA-related documentation
Work effectively both independently and as part of a multidisciplinary team; collaborate with peers, senior staff, and clients to build and strengthen relationships
Participate in team and client meetings, provide concise task and project status updates, and support collaborative problem-solving
Track task and project budgets, hours, and schedules; use time effectively to complete work within assigned timeframes; and promptly communicate anticipated variances to the Project Manager or Senior Project Manager
Maintain confidentiality consistent with Weston and client expectations
Apply and reinforce company and client safety procedures and OSHA requirements, complete required safety training, and proactively identify and communicate job-site hazards
Support continuous improvement by sharing lessons learned, participating in training, and staying current on applicable air regulations and industry trends
Perform other duties as assigned

Required

Bachelor's degree in Engineering, Natural Science, or a related environmental field from an accredited four-year college or university
6+ years of related experience, including air quality permitting and/or environmental compliance work (industrial, municipal, and/or federal clientele preferred)
Working knowledge of air quality regulatory concepts such as major/minor source permitting, permit conditions and limits, compliance monitoring and recordkeeping, and the interface between air programs and other environmental programs
Understanding of relevant technical concepts such as chemical processes and emissions control technologies
Strong analytical skills with the ability to organize, interpret, and present technical data; solid record-keeping in field notes, forms, and electronic systems
Proficiency with Microsoft Office (Word, Excel, PowerPoint) and familiarity with Windows OS, PDF editors (e.g., Adobe or Foxit), and Google Earth
Effective written and verbal communication skills, including the ability to explain technical concepts to technical and non-technical stakeholders
Strong organizational and problem-solving skills; ability to manage multiple tasks and priorities in a fast-paced environment
High level of professional ethics and sound judgment
Ability to work well in a team-driven environment, setting expectations and providing input and feedback in a way that supports accountability
Ability to travel as needed for fieldwork and client meetings, including single-day and multi-day assignments
Ability to work outdoors at active construction, industrial, and remediation sites, including walking long distances on varied terrain, climbing ladders, and working at elevation
Ability to lift and carry up to 40 pounds and stand for extended periods while performing field or facility-based duties
For work in hazardous, toxic, remedial waste, or chemical environments: ability to meet physical and medical requirements for wearing and working in appropriate personal protective equipment (PPE)

Preferred

Experience with environmental/mapping tools (e.g., ArcGIS/AutoCAD)
