Public Works Technician (I - V) Streets

Responsibilities
Perform manual and semi-skilled laboring tasks related to the collection of refuse and recycling; transportation construction, repair, and maintenance; grounds and right-of-way maintenance; pavement marking installation, sign installation, assisting in various lighting and/or traffic signal maintenance operations; painting, HVAC filter changes, replacement of light bulbs
Perform manual and semi-skilled laboring tasks related to the construction and maintenance activities of the water distribution, wastewater collection or reclaimed distribution systems
Perform a variety of manual labor tasks that may include, but are not limited to the following: assisting in maintenance and construction of sewer force mains, gravity sanitary sewer mains and service laterals, water distribution mains, service lines and meters; repair and replacement of fire hydrants, valves and manholes; repairing of asphalt surfaces and/or setting forms, finishing concrete, and laying brick; planting/ trimming lawns, shrubs, and trees, etc
Perform manual and semi-skilled laboring tasks related to the construction and maintenance activities of the water production and water reclamation systems
Performs routine and preventative maintenance on City vehicles, mechanical equipment and other machinery. This includes changing fluids and filters, checking brakes and electrical equipment, and making repairs as necessary
Adjusts and repairs charging systems and cooling systems. In addition, corrects faulty air conditioning systems. Repairs and overhauls brakes, ignition and fuel systems, transmissions, differentials, and front and rear axle assemblies
Repairs hydraulic cylinders in trucks and lines to main valves. Also repairs hydraulics on heavy equipment, repairing air leaks and main valves
Conducts various errands as needed, which may include picking up or delivering vehicles, parts, or supplies and receiving, loading and transporting materials and equipment to and from job site
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals
Receives and interprets various forms, reports, correspondence, work orders, daily work reports, confined space entry sheets, warehouse order sheets, material safety data sheets, architectural drawings, electrical drawings, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate
Communicates with supervisor, employees, other divisions, other departments, contractors, the public, and other individuals as needed, to coordinate safe work activities, review status of work, exchange information, or resolve problems
Performs such other duties as may be assigned
Utilizes and operates varying sizes of small, medium and heavy equipment such as: cranes, boom truck, backhoe, skid steer, dump truck, wheel loader, front-end loader, side-loader, grappler, etc
Operates heavy equipment and machinery such as air hammer, sewer cleaning machine, ditching machine, boom truck and various types of tapping machines and pipe cutters
Reports needs for equipment repair/maintenance
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals
Functions as lead worker; assigns and reviews work of other team members; trains other personnel; manage and monitor contract staff; coordinates with other departments to discuss matters relating to transportation construction, maintenance and repair
Performs skilled labor and heavy equipment operation tasks related to collection of refuse and recycling
Provides leadership and knowledgeable guidance to crew members
Verify and identify utility mains and appurtenances through the use of electronic detection equipment, grid maps, drawings, as-builts, etc., for City of Titusville crews, contractors, engineers, developers, customers, other utilities, etc
Respond to, analyze and resolve problems associated with leak detection through the use of electronic detection equipment. Respond to, evaluate and analyze customer concern calls regarding flow or pressure tests, customer complaints, and etc
Performs preventative maintenance and repairs on fire hydrants, i.e. cleaning, painting, repair, replacement and/or lubrication of nozzles, caps, operating nuts, stems, gaskets, chains, etc. Performs inspection and testing of fire hydrants to ensure proper operation and to itemize deficiencies, as well as fire flow testing to establish flow capabilities and locate flow deficiencies
Operation of distribution, transmission and raw valves to ensure proper position and operation. Performs valve box maintenance and adjustments
Perform preventative maintenance and repairs on air release valves
Identify and resolve utility conflicts through verbal discussions, office research and field investigation
Operates the following: paint machine; magnetic utility locators; hand and power tools; small equipment such as walk-behind saws, chain saws, pole saws, tampers, fire hydrants; air compressors and generators
Performs lead semi-skilled and skilled tasks related to transportation construction, repair, and maintenance; leads construction, maintenance, and repair of streets, and other installations; fabricate a variety of traffic control information and street signs; collects data for sign replacement; and converts complex paving measurements
Operates the following: small equipment such as lawn mowers, chain saws, pole saws, weed eaters; backhoes, bush hogs, dump trucks, slope mowers, grapple trucks, and skid steer
Fabricates, installs, replaces, resets, repairs, and maintains road/street traffic signs and specialty signs
Produces signs using desktop computer and sign making software; presses sign facia/backing to sign blanks using roller press; cuts letters for signs using letter cutter and printer; drills mounting holes in signs; attaches signs to poles
Lays out and paints road markings such as center lines and parking lot stripes, using paint striper
Operates a variety of equipment, machinery and tools used in sign production/installation or other department projects, which may include a sign/step van, dump truck, asphalt compactor, letter cutter, roller press, paint striper, pressure washer, drill press, concrete/asphalt saw, jig saw, post hole digger, shovel, spade, pick axe, and mechanic tools
Maintains a current knowledge of regulations and guidelines pertaining to road sign specifications, such as sign size/color, placement height, visibility, and placement on rights-of-way
Installs, maintains, relocates and repairs electronic traffic control devices and street lighting fixtures
Repairs transformer, motors, starter, generators and other electrical devices
As required, installs wiring and electrical systems in municipal buildings and facilities
Sets up Maintenance of Traffic (MOT), which includes barricades, cones, arrow boards, etc
Assists in moving and storing office equipment and cleaning and maintaining buildings and facilities
Inspects and performs scheduled preventative maintenance on assigned equipment, including but not limited to: checking and making appropriate adjustments, lubricating, performing fluid and filter changes, replacing components and lighting maintenance and repairs
Performs dismantling, overhauling, repairing and reassembling engines, rebuilding/replacing transmissions or rebuilding drive trains, carburetors, differentials, pumps and gear boxes
Inspects, tests and repairs engine components and systems, such as the following: ignition systems, computerized engine controls, electronic fuel injection systems, steering systems, electrical systems, suspension systems, hydraulic systems, brake systems, drive train systems, engine cooling systems, fuel systems, charging systems, starting systems, exhaust systems, emission systems, inflatable restraint systems, heating/air conditioning systems, power windows, lighting systems, or horns
Performs routine and preventative maintenance on vehicles and equipment, which may include the following: pumping fuel into vehicles, checking/replacing fluid levels, draining/replacing oil, changing/replacing filters, lubricating mechanical parts, rotating tires, replacing tires/belts/hoses, checking batteries, greasing equipment, flushing radiators, cleaning/maintenance tasks, and performing tune-ups/alignments
Performs welding work on vehicles/equipment, which may include welding metal components, constructing or fabricating parts, or adapting existing parts when appropriate parts are unavailable
Operates a variety of machinery, equipment, and tools associated with repairing, maintaining and testing equipment and vehicles, which may include the following: a motor vehicle, vehicle lift, scanning tools, diagnostic analyzer, tire changer, tire balancer, battery charger, hydraulic jack, air compressor, pressure washer, generator, air conditioner recycling/recharging station, welder, torch, soldering iron, brake lathe, drill press, hydraulic press, grinder, gauges, meters, mechanic tools and diagnostic instruments
Operates a computer to retrieve, review, enter, or modify data; utilizes database, diagnostic or other software programs
Performs routine diagnosis, general maintenance and general mechanical repair work on City vehicles, mechanical equipment, and other machinery to include medium/heavy trucks with air brakes. Inspects and tests vehicles, machinery, equipment and parts to ensure proper operations and proper completion of repairs
Diagnoses and troubleshoots mechanical problems; determines nature of necessary repair work and assigns to mechanics; performs complex mechanical repair work on City vehicles, mechanical equipment, and other machinery including but not limited to, a variety of cars, medium and heavy-duty trucks, heavy equipment, fire and pump apparatus', aerial truck hydraulic systems, firefighting equipment and rescue units
Qualification
Required
High school diploma and/or one (1) year of experience involving any area of manual labor, construction, or closely related area (depending on assignment)
Must possess a valid Florida driver's license with acceptable driving record (non-commercial class 'E' or Commercial driver's license class 'B') depending on assignment or have ability to obtain as required by hiring supervisor
This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members
Effectively communicates with supervisor, employees, other departments, contractors, engineers, companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems
Ability to prepare accurate and thorough written records and reports
Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal supervisory direction
Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters
