Recreation Supervisor - Events & Fundraising
NEOGOV is seeking a Recreation Supervisor - Events & Fundraising to join the Town of Windsor's Parks, Recreation, and Culture Department. The successful candidate will lead the development and management of community events and fundraising initiatives, enhancing community engagement and participation.

Responsibilities
Plan, develop, organize, supervise, and evaluate a comprehensive portfolio of community events, festivals, engagement activities, and cultural arts initiatives for the Town of Windsor
Lead the design, implementation, and on-site management of events, including logistics, vendor coordination, volunteer activation, sponsorship fulfillment, and safety operations
Develop innovative engagement strategies, including outreach events, neighborhood activations, pop-up programs, and initiatives that build community identity and participation
Coordinate event permitting, site plans, safety plans, vendor agreements, performers, equipment needs, and operational logistics, working closely with multiple Town Departments
Build and maintain partnerships with civic groups, nonprofits, arts and cultural organizations, schools, businesses, and community stakeholders to enhance programming and public involvement
Seek and prepare grant proposals, acquire community sponsorships, and research cost-sharing opportunities, collaborative partnerships, and other fundraising as revenue-generating strategies to support Culture & Engagement and PRC initiatives
Represent the Town at public meetings, outreach events, community forums, and engagement opportunities
Work collaboratively with the Town’s communications teams and Culture & Engagement staff to develop a comprehensive marketing plan designed to market events, engagement initiatives, and public activations to grow greater and more diverse participation and attendance
Assist with the development of promotional materials, including brochures, activity guides, social media content, and public announcements, and identify and implement creative strategies for increasing event attendance, community participation, and overall visibility
Provide exceptional customer service by responding to inquiries, concerns, complaints, and suggestions from the public in a timely and professional manner
Ensure Town facilities, event spaces, parks, and equipment are prepared, operational, and safe for public events and engagement activities
Coordinate with other Town departments (Police, Public Works, Communications, etc.) for operational support and safety compliance during events
Ensure staff and volunteers maintain all required certifications and training, including CPR/First Aid
Oversee event rentals of multiple facilities, including coordinating facility rentals, managing contracts, and maintaining staff schedules
Prepare and monitor capital improvement budgets and annual operating budgets for events and engagement programs
Manage expenditures, approve purchases, and ensure compliance with Town financial procedures, including the correct preparation of purchase orders, contracts, RFPs, and invoices
Aid in developing policy and procedures for efficient management of multiple revenue sources, including vendor fees, application and event rental fees, donations, etc
Supervise staff, including hiring, onboarding, training, scheduling, evaluating performance, and providing coaching and corrective action as needed
Monitor timekeeping practices and ensure adherence to Town and departmental policies
Develop and implement institutional goals for growth of the Special Events and Engagement division. Identify and communicate milestones against which steady and consistent progress may be measured
Perform research as directed, such as discovering new technology or tools, market research, etc
Bring forward innovative ideas to increase engagement, grow attendance, and enhance public value
Perform related duties as established by law/ordinance or reasonably directed by the Town
Participate in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check
Assist other Town departments/divisions, as necessary
Qualification
Required
Bachelor's degree in recreation, tourism, development, public relations, or another related field
Minimum of two (2) years of increasingly responsible supervisory experience in special events, fundraising and development, or non-profit administration is required
Minimum four (4) years of increasingly responsible experience in event programming or a related field
Demonstrated experience and skill in event and project management, contract management, fundraising, and community relations required
Must possess and maintain a valid Colorado Driver's License and safe driving record for continued employment
CPR/1st Aid certification must be obtained within three (3) months of employment
Ability to supervise, organize, direct, and evaluate the work of employees
Communicate effectively, to establish and maintain working relationships with contractors, the public, other departments, and other employees
Excellent public engagement and communication skills, including the ability to work with people of all ages and abilities, and the ability to utilize tact when enforcing policies and rules
Demonstrated success in community event planning, logistics, program coordination, and public engagement practices
Ability to effectively develop and create clear and concise written instructions, diagrams, SOPs, and schedules, as well as the ability to read and interpret existing ones
Basic knowledge and use of SDS (Safety Data Sheets), including their locations within multiple facilities
Experience using MS Office 365 platforms and ability to quickly learn other online platforms necessary to effectively complete tasks and maintain compliance with Town, county, and state requirements
Skilled at solving problems and working under pressure, and able to react quickly and effectively to implement appropriate procedures during emergency situations
