SUPERVISORY CONTRACT SPECIALIST - Direct Hire Authority
USAJOBS is seeking a Supervisory Contract Specialist to serve as a senior civilian contracting official and staff advisor. The primary purpose of this position is to provide planning, directing, organizing, and exercising control over subordinate supervisors and nonsupervisory employees in the organization.

Responsibilities
Exercises supervisory personnel management responsibilities at least 25% of the time
Serves as the senior civilian business advisor in the organization with unlimited warrant authority
Servs as the Competition Advocate, Business/Contract Clearance Authority, and/or Small Business Representative for the organization consistent with FAR, as supplemented
Represents the organization with a variety of installation and functional area organizations
Qualification
Required
Successful completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
U.S. Citizenship is required
Males must be registered for Selective Service
Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position
Employee must maintain current certifications
This position may require drug testing and the candidate may be subject to passing a drug test upon selection
All federal employees are required to have direct deposit
Selectee may be required to serve a probationary or trial period
The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report
Employee is required to attend annual ethics and procurement integrity training
An Unlimited Contracting Officer's Warrant is required for this position
Two years of experience in a contracting position
Specialized experience at the next lower band or equivalent researching, interpreting, analyzing and applying procurement guidelines, policies, and regulations impacting a cross-section of programs
Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services commodities, and/or construction
Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts
Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements
Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others
Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors
