Water Utilities Asset Manager

The Water Utilities Asset Manager will be responsible for managing administrative and operational functions of the Asset Management and GIS Services groups for Water, Wastewater, Drainage, and Streets, ensuring effective performance and compliance with standards.

Responsibilities
Oversee assigned division and staff activities, including but not limited to, use pavement condition index (PCI) to set the service-level standards for streets, monitor staff to ensure appropriate policies, procedures and standards are followed, ensure GIS data entries are accurate and meet applicable milestones, including historical information, identify and implement training for staff technical development, and coordinates activities to monitor and manage wastewater and drainage camera inspection operations
Assist with establishing and monitoring key performance indicators (KPIs) and goals; cascade performance measures for supervised areas to assess performance from the department to the individual level
Evaluate the asset management program including, but not limited to, process design, risk assessment, useful life, asset costing, development of standards, and implementation; provide recommendations and implement changes to meet outlined goals, project needs and KPIs
Utilize KPIs to create asset management and replacement plans including, but not limited to, cure-in-place pipelining activities
Assist with preparing and monitoring the Division budget; provide recommendations on identified technological needs
Serve as liaison and coordinate with internal stakeholders to ensure asset inventory and condition assessment are updated regularly and used in Master Planning efforts
Create a unified asset management and replacement plan between Water Utilities, Drainage, and Streets; ensure each division is addressed during street repaving operations
Collaborate with internal and external stakeholders on utility projects
Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up
Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to internal and external stakeholders; present to inform and/or obtain approvals, as appropriate
Stay up to date on innovation and issues impacting utility assets; provide recommendations to maintain and/or extend the life of assets
Act on behalf of the Asset Management & Infrastructure Division Manager in their absence, as needed
Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal
Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely
Qualification
Required
Bachelor's Degree from an accredited college or university in Computer Science, Management Information Systems, Engineering, or related field
Four (4) years' experience in water utilities/public works asset management, or related field
One (1) year experience in management or supervisory capacity
Must have a valid Asset Management Certification
Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations
Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget
Knowledge of effective research-based strategies, theories, techniques, and methodologies
Knowledge of asset lifecycle and reasonable asset life extensions
Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance
Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions
Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work
Skill in providing exceptional service to internal and external customers
Ability to communicate effectively, both in oral and written forms, for the needs of the audience
Ability to establish and maintain effective interpersonal relationships
Ability to handle records and complex situations of a confidential nature
Ability to handle difficult and stressful situations with professional composure and confidentiality
Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail
Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders
Ability to motivate, mentor, and train through direct and indirect influence to promote a culture of accountability, collaboration, and continuous improvement
Ability to develop, understand, interpret, and apply rules, policies, and procedures operations
Ability to prepare budget documentation and to monitor expenditures to implement fiscal control and maintain budget compliance
Ability to evaluate asset lifecycles, build decision-making systems and provide recommendations on reasonable asset life extensions
Must have and maintain a valid Class “C” Driver's License and valid state required minimum automobile liability insurance prior to employment
Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification
Must pass a physical examination
Must possess and maintain a valid Asset Management Certification
