IT Proposal Analyst
Horizon Industries Limited is a dynamic IT and Management Consulting firm based in the Washington, DC area. They are seeking an IT Proposal Analyst to support IT proposal development, focusing on crafting compliant and compelling technical solutions for federal RFPs and RFIs.

Responsibilities
Lead and contribute to technical volumes for federal proposals, including solution architecture, transition plans, security compliance, and staffing approaches
Develop innovative IT solutions leveraging cloud platforms, cybersecurity frameworks, and enterprise technologies
Work closely with capture managers, proposal managers, and SMEs to integrate technical content into proposal narratives
Translate complex technical concepts into clear, persuasive language for evaluators
Review and interpret government solicitations to ensure solutions meet all technical and compliance requirements
Ensure solutions adhere to federal standards (e.g., NIST SP 800-53/171, CMMC, FedRAMP)
Qualification
Required
Bachelor's degree in Computer Science, Information Systems, or related field
3–5 years in GovCon with hands-on proposal writing and technical solutioning
Familiarity with cloud (AWS, Azure), cybersecurity, enterprise IT systems, and emerging technologies
Strong understanding of federal acquisition processes and proposal compliance
