Native Workforce Services Program Manager
The United Indians of All Tribes Foundation is dedicated to empowering Native communities through workforce development programs. The Native Workforce Services Program Manager will oversee daily operations, ensure compliance with grants and contracts, manage budgets, and drive program growth to meet community needs while fostering partnerships and supporting diverse populations.

Responsibilities
Direct daily operations of employment and training services in compliance with Workforce Innovation and Opportunity Act (WIOA), DOL pathways to infrastructure jobs program, and Office of Labor Standards (OLS)
Monitor client enrollment, case management systems, and quality assurance standards
Recruit, train, supervise, and evaluate program staff
Provide clear communication and leadership during program changes to ensure smooth operations
Foster a collaborative, culturally respectful work environment
Manage contracts and grants, ensuring compliance, accurate expenditures, and timely reporting
Prepare and submit program reports, including outcomes and performance metrics
Collect and analyze Key Performance Indicators (KPIs) for program improvement
Build and maintain relationships with partners, agencies, and stakeholders
Represent the program at meetings, outreach events, and advocacy opportunities
Collaborate with other UIATF programs to deliver integrated wraparound services
Work with finance staff and leadership to develop and monitor program budgets
Ensure fiscal responsibility and alignment with organizational goals
Research best practices and innovative models for workforce services
Identify staff training and professional development opportunities
Establish short-term and long-term employment and training objectives
Qualification
Required
Minimum 4 years of managerial experience in human services, serving low-income and culturally diverse populations
Proven success in program management, including planning, compliance, and reporting
Experience managing budgets and adjusting expenditures as needed
Strong leadership, communication, and problem-solving skills
Knowledge of social services systems and community partnerships
Ability to work independently and collaboratively
Understanding of Native American history and Urban Indian experience
Prior experience working with tribal communities
Valid driver's license and reliable transportation
Successful completion of a criminal background check
Preferred
Familiarity with reporting systems such as Grantee Performance Management System (GPMS), Apricot / Social Solutions, and OLS invoicing strongly preferred
Bachelor's degree or higher in a relevant field
Knowledge of WIOA and OLS regulations
Deep understanding of Native American communities, culture, and issues
Five years of administrative or management experience
