Clinical Director and Program Administrator

Atlantic Health Strategies™ is seeking a motivated, experienced leader to serve as Program Administrator / Clinical Director at their West Orange, NJ outpatient behavioral health facility. The successful candidate will provide strategic and operational leadership, ensuring high-quality care and compliance with regulatory standards.

Responsibilities

Provide strategic and operational leadership of the outpatient behavioral health program, ensuring high-quality care, clinical outcomes, and regulatory compliance
Direct the development, implementation and continuous monitoring of comprehensive clinical services, including assessment, diagnosis, treatment planning, individual/group therapy, and discharge/referral processes
Ensure the program operates in accordance with standards for outpatient substance use disorder treatment facilities, including but not limited to staff qualifications, personnel records and performance evaluation, client assessment and assignment of primary counselors, and ensuring 24/7 client access to emergency consultation or on-call staff
Oversee staffing: recruiting, hiring, credentialing/licensing verification, orientation, annual performance evaluations, and professional development for clinical and support staff
Foster a culture of continuous quality improvement: monitor key performance indicators, compliance audits, licensing inspections, documentation standards, and outcome measures
Collaborate effectively with executive leadership, regulatory agencies, referral sources, payors, and community partners to grow the program, drive referrals, ensure contract compliance, and support business development
Budget oversight in collaboration with finance/operations: ensure financial health of the program, support sustainable growth and optimal resource utilization
Ensure ethical, culturally competent, trauma-informed care, and that the program meets all regulatory requirements including client rights, confidentiality (HIPAA), risk management, and professional standards

Required

Active and unrestricted New Jersey Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LPC)
Minimum of 5-7 years of supervising clinical services in a behavioral health or substance use setting, including experience with outpatient programs and demonstrated leadership ability
Proven operational management experience with P&L, program growth, budget oversight and staffing
Strong track record of regulatory compliance in behavioral health/substance use treatment settings, including knowledge of N.J.A.C. 10:161B and related regulations
Excellent interpersonal, communication, leadership and staff-development skills. Ability to coach, mentor and lead a diverse team
Strong analytical and problem-solving skills, comfortable with data, metrics, and driving outcomes
Commitment to quality care, ethical standards, care coordination, and continuous improvement
