Grants & Compliance Manager
NEOGOV is seeking a Grants & Compliance Manager for Palm Tran. This role is responsible for managing annual grants, ensuring compliance with regulations, and coordinating audit processes while maintaining safety and efficiency in grant-funded projects.

Responsibilities
Manages the grant application process, including annual grant allocations, application development, and submission to the Board of County Commissioners and funding agencies; ensures integration of grant awards into the budget
Oversees audit process; establishes internal deadlines, distributes requests to responsible staff, organizes documentation, and liaises with reviewers; ensures timely responses, reviews submissions for accuracy, and addresses any findings by coordinating corrective actions and securing close-out reports
Coordinates activities to ensure compliance with the Title VI Program, including analyzing service distribution, providing multilingual information, conducting employee orientation on Title VI responsibilities, and updating the program as required every three years
Monitors the implementation of Capital Projects involving grant funding, maintains open communication with the County’s Facilities Development and Operations (FDO) to gather project status and milestone updates. Provides all necessary information needed for contract compliance on grant-funded projects
Ensures timely development and submission of Disadvantaged Business Enterprise (DBE) goals and reports to the Federal Transit Administration (FTA)
Assists in goal development for federally funded procurements and participates in outreach events
Coordinates submission of required federal/state programs to maintain agency eligibility for grants; provides clarification on grant compliance to program managers; notifies managers of due dates for various programs and projects
Coordinates application for discretionary funds, aligning with long-term plans for Palm Tran
Reviews funding opportunities, determines eligibility, develops summaries, and seeks review and direction from the Director and Executive Leadership Team (ELT)
Coordinates the Agency’s agenda process by reviewing draft agenda item summaries, ensuring consistency in attachments, and approving documents for submission to the Administrative Services Director for signatures
Maintains adherence to generally accepted accounting standards and principles; ensures maintenance of proper audit trails and verification and reconciliation actions for all processed work
Maintains, updates and/or reconciles various logs, reports, ledgers, files, databases and spreadsheets; performs year-end auditing and close out tasks
Qualification
Required
Bachelor's degree in finance, business administration, public administration or a related field
Four (4) years of professional level experience in grant writing, grant management, contract management, regulatory compliance reporting, financial and compliance audits, or related
Equivalency: Associate degree in finance, business administration, public administration or a related field and six (6) years of experience as listed above
OR High school diploma or GED and Eight (8) years of professional level experience as listed above
OR Master's degree in finance, business administration, public administration or a related field and two (2) years of experience as listed above
An equivalent combination of education, certification, training, and/or experience will be considered
Advanced Microsoft Excel skills
Must possess and maintain a valid Florida Driver's License
