Business Development Lead

They are seeking a Business Development Lead to design and implement their outbound sales strategy, analyze data to identify target accounts, and build systems to support the sales development representative function.

Responsibilities

Design and run GovEagle’s outbound motion to generate consistent, qualified pipeline
Develop account-based and segment-based outreach strategies, prioritizing precision over volume
Act as a player/coach by actively prospecting, testing messaging, and leading by example
Analyze large public and commercial GovCon datasets (e.g., SAM.gov, FPDS, USAspending) to identify high-probability target accounts and buying signals
Clean, join, and enrich messy datasets to build accurate prospect lists and account maps
Continuously refine ICPs, segmentation, and prioritization based on results
Build and orchestrate multi-channel outbound systems across email, LinkedIn, calls, and CRM using tools like Apollo, Instantly, and enrichment platforms
Design and implement lightweight automations to support data ingestion, enrichment, sequencing, routing, and reporting
Own outbound data quality, workflows, and system reliability as volume grows
Define SDR roles, hiring profiles, onboarding plans, and workflows
Mentor and support early SDR hires through process design, tooling, and best practices
Lay the groundwork for future SDR performance ownership as the team scales
Partner closely with Sales to align outbound strategy with current GTM priorities
Work with Marketing and Content to translate messaging into effective outbound narratives
Document outbound playbooks and systems so they can be scaled beyond a single person

Required

Have 3+ years of experience in outbound sales or business development with hands-on execution
Have built or materially improved an outbound motion in B2B SaaS, GovTech, or similar markets
Are technically fluent with data and comfortable working with large datasets (advanced spreadsheets, SQL, Python, or similar)
Have built automations or workflows across sales tools using APIs, scripts, or no-/low-code platforms (e.g., Zapier, Make)
Are deeply comfortable with outbound tooling (Apollo, Instantly, Hubspot, enrichment tools)
Think in systems and processes, not just sequences and activity metrics
Thrive in early-stage environments where you build before you scale
Operate well under ambiguity and autonomy

Preferred

Experience selling into government contractors or regulated industries is a plus
