Human Resources Specialist -Journeyman

The Human Resources Specialist - Journeyman will provide expert retirement counseling and processing support for IRS employees, utilizing federal systems to determine retirement eligibility and guide employees through the retirement process.

Government Administration

Responsibilities

Analyze and resolve complex retirement-related issues using comprehensive knowledge of federal retirement laws, regulations, and procedures
Counsel employees on the impact and implications of laws, regulations, entitlements, and obligations under CSRS, FERS, and other retirement systems
Utilize the employee’s eOPF to complete assigned retirement-related tasks accurately
Determine retirement eligibility and prepare annuity estimates using GRB, ORA, or other government systems as designated by the agency
Counsel employees on crediting military service performed after 1956 toward CSRS and FERS retirement, including the implications of waiving retired military pay
Prepare estimates of the deposit amount for post-1956 military service and advise employees on procedures for making payments
Counsel employees on crediting civilian service, including refunded and non-deducted service, toward CSRS/FERS retirement
Prepare redeposit/deposit estimates and advise employees on payment procedures
Assist employees in preparing retirement applications and ensure all documentation is accurate and submitted to OPM within required deadlines
Counsel employees on Thrift Savings Plan (TSP) benefits after retirement
Advise employees on eligibility to continue FEHB, FEGLI, FSA, FEDVIP, and FLTCIP coverage into retirement
Use GRB Platform or other designated systems to calculate annuity estimates and deposit amounts
Demonstrate strong customer service skills and the ability to follow written directives and inter-agency protocols
Identify employee-generated errors and provide clear descriptions of issues along with easy-to-follow resolutions
Apply conflict resolution techniques in emotionally charged situations involving sensitive or contested retirement matters
Maintain a competent understanding of federal benefits and retirement processing regulations and policies

Required

Expert knowledge of the CSRS and FERS retirement programs
Demonstrated expertise in federal retirement systems and benefit programs
Proficiency in GRB, ORA, and other retirement processing platforms
Strong interpersonal and communication skills, with the ability to counsel employees effectively
Ability to manage sensitive situations with professionalism and discretion
Minimum of three (3) years or more experience, within the previous ten-year span, working retirements in the Federal sector
Experience equivalent to a Human Resources Specialist (Employee Benefits)

Bachelor's degree in a related field
