Senior Director of Science & Technology

Responsibilities

Provide visionary leadership for the execution of all Science and Technology contracts, ensuring deep alignment with client objectives and overall organizational growth goals
Serve as the primary client executive liaison, establishing and maintaining strong, trusted relationships with government sponsors, industry partners, and key stakeholders within the S&T community
Lead capture and proposal efforts for new and follow-on opportunities in the S&T sector, collaborating with Business Development and corporate leadership to shape winning, long-range strategies and expand market presence
Monitor and anticipate industry trends, policy developments, and emerging technologies to inform company strategy and maintain a strong competitive advantage
Develop and deliver executive-level briefings, and comprehensive reports to the President/CEO and clients regarding strategic initiatives, major investment decisions, and program health
Maintain direct oversight of Program Management staff and other personnel within designated programs and projects, managing staff performance, and conducting employee evaluations and disciplinary events as needed
Oversee all program management activities including planning, staffing, scheduling, budgeting, resource allocation, and performance monitoring
Conduct regular, high-level portfolio health reviews to evaluate overall program performance against contractual service level agreements and performance standards
Monitor program financial performance, tracking and validating contract invoices, labor hours, material expenses, and conducting regular Program Status Reviews (PSRs)
Develop, review, and implement robust transition plans for contract startup and close-out, ensuring seamless organizational and operational shifts
Monitor and track monthly reporting requirements, ensuring all deliverables and compliance requirements are met or exceeded
Monitor recruiting efforts to ensure all positions are staffed with qualified personnel, and oversee the employee recognition program
Partner closely with finance and contracts teams to ensure sound program financial management, accurate reporting, and optimal resource allocation
Monitor, review, and approve employee timesheets and expense reports
Ensure all programs adhere to compliance requirements, contract administration rules, and Goldbelt internal processes (security, recruiting, discipline, timekeeping, etc.)

Required

Proven record of honesty and integrity in all business relationships
A mastery-level understanding of federal acquisition processes, government contracting, and the specific research priorities within the S&T domain
Demonstrated ability to lead, mentor, and manage multidisciplinary teams and complex technical programs
Expertise in the use of system tools (e.g., Deltek, Taleo, ADP, etc.) used to monitor and maintain operational control
Excellent organizational, analytical, communication (verbal and written), and interpersonal skills
Ability to set and balance strategic vision with hands-on program execution while effectively delegating and maintaining accountability for hands-on program execution
Understanding of Program Financials, contract management, and proposal technical volume content development
Bachelor's degree in Science, Technology, Engineering, Business Administration, or a related technical field
Minimum 7 - 8 years of progressive experience managing federal programs or contracts, with at least three (3) years in a senior leadership/Director role
Demonstrated success in business development, capture management, and driving growth
Ability to obtain and maintain a security clearance, if required

Preferred

Master's degree in a Science, Technology, or Business Administration discipline
Program Management Professional (PMP) certification or equivalent
Experience working with federal science and technology agencies (e.g., DoD, DHS, DOE, NIH)
Experience with both small business and large enterprise contract environments
