ADRC/Aging Director
NEOGOV is seeking an ADRC/Aging Director for the Washburn County Aging & Disability Resource Center. The primary responsibility of this role is to provide supervision, administrative direction, and staff development to ensure effective service delivery to older adults and individuals with disabilities in Washburn County.

Responsibilities
Plan, organize, direct, and coordinate the work of the ADRC/Aging programs to ensure effective and efficient delivery of services to county residents
Propose, develop, recommend, and administer the annual ADRC/Aging operating budget
Forecast expenses and revenues
Research new funding sources, prepare grant applications, implement, and report on grant awards
Monitor program expenditures for compliance with budget allocation
Work and communicate closely with agency and county fiscal staff, to ensure compliance with county, state, and federal mandates
Provide direct supervision and support to the ADRC/Aging staff
Exercise appointing authority over all staff including hiring, evaluation, promotion, transfer, discipline, and termination of individual employees within the limits of County policy and process
Monitor, supervises, and approve activities of subordinates to ensure accuracy, thoroughness, competence, and efficiency
Determine and arrange for staff training and development
Direct staff to identify ways to improve the quality of services and development of programs. Provide training and enforce confidentiality standards of staff
Maintain a high level of departmental performance, quality, interest, cohesion and momentum in accordance with Federal, State and local government regulations
Conduct public hearings or surveys to identify the needs of the elderly, disabled, and caregivers to best meet their needs by maximizing resources and minimizing duplication and waste
Establish and maintain positive relations with staff, volunteers, community members, program participants, news media representatives, local/state/federal organizations, and other agencies
Act as a liaison for Washburn County residents age 60+, caregivers, and adults with disabilities to the Aging & Disability Committee and County Board members
Advocate on behalf of and provide advocacy training to these population demographics of Washburn County
Work with committee chairs and department heads to prepare agenda items pertinent to the aging and disability communities as needed
Determine committee agendas
Prepares and deliver reports to committees, County Board, and other groups. Implement committee recommendations and directives
Attend and participate in staff, county, and community meetings
Collaborate with other agencies and coordinate activities outside of the office which result in development of comprehensive services and resources available to the elderly, people with disabilities, and caregivers
Attend seminars, workshops, conferences, trainings, and maintain knowledge of current programs, legislation, and programs relevant to the aging, disability, and caregiver populations
Maintain membership in professional associations and local organizations
Prepare agency ADRC, Aging, and Transportation plans, hearings, and reports as required for each program
Plan, organize, promote, participate, and attend various informational, recreational, social activities, meetings, and events for the elderly, disabled, and caregiver populations
Market aging, disability, and caregiver programs and accomplishments to maintain visibility as a positive community force
Identify gaps in services needed by older people and provide leadership in developing services and programs, including recruitment and training of volunteers
Assist in the process of hiring and monitoring contracted services and providers
Develop and implement agency policies and procedures in accordance with applicable laws and standards. Assist staff in the application of such policies and procedures
Represent the ADRC/Aging agency in a professional manner at all times
Support Washburn County Government Core Values throughout all levels of the department decision making
Develop customer service as an integral part of all department operations
Monitor state/federal laws and rules for impact on the department and consumers
Qualification
Required
Bachelor of Arts or Science degree or a license to practice as a registered nurse, pursuant to Wis. Stat. § 441.06
Equivalent of at least one year of full-time experience in a health or human services field working with one or more of the client populations served by the ADRC
Successful completion of the Wisconsin State approved ServSafe Food Manager Certification within six months of hire and maintenance of such certification required
Successful completion of all ADRC/Aging Director trainings as required per WI State Policies
Valid Wisconsin driver's license and access to insured transportation
Pass background checks
Knowledge of issues associated with aging and disabled populations
Ability to provide effective leadership and to plan and direct the work of others
Ability to communicate tactfully, clearly, concisely, accurately in order to establish and maintain effective working relationship with clients, co-workers, other agencies and the public
Ability to present reports and/or presentations in proper oral and written format; ability to speak in front of groups of people
Ability to read, analyze, and interpret common technical journals, government regulations, and legal documents
Ability to maintain knowledge of current programs, policies, standards, procedures, ordinances and laws and their application
Ability to respond to common inquiries or complaints from clients, court officials, regulatory agencies, and members of the community
Ability to perform and apply basic arithmetical functions and to read and interpret simple financial statements
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables
Proficient computer skills, including the ability to use a personal or laptop computer for preparation of written reports and correspondence, as well as data entry and use of specialized software
Ability to work well with others, including in a team format to achieve client and agency goals
Ability to work with minimal supervision in a fast-paced and stressful environment
Ability to work a flexible schedule based on the needs of clients
Ability to follow directions and complete projects in a timely manner
Ability to provide first line supervision, including the ability to advise and interpret how to apply policies, procedures and standards to specific situations
Ability to decide the time, place, and sequence of operations within an organizational framework, and to oversee their execution
Ability to analyze and categorize data and information using established criteria, to determine consequences, identify, and select alternatives
Ability to manage and direct a group of workers, including the ability to provide counseling and mediation
Ability to persuade, convince and train others
Ability to utilize a variety of advisory and design data and information such as time cards, revenue and expense reports, vouchers, invoices, contracts, budgets, grant applications, client information, client assessments, program statistics, demographic information, activity reports, menus, legislation affecting older persons, regulations, computer software operating manuals, newsletter copy, directories, non-routine correspondence and accounting methods
Ability to communicate orally and in writing with persons 60 and over, volunteers, clients/participants, county department heads, county employees, elected and appointed officials, dietitians, community groups, social workers, institution discharge planners, business representatives, news media representatives and vendor representatives
Ability to calculate percentages, fractions, decimals, volumes, ratios and present values
Ability to interpret basic descriptive statistical reports
Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing, and controlling
Ability to exercise good judgment, decisiveness, and creativity required in situations involving the direction, control, and planning of an entire program or multiple programs
