Responsibilities

Supervises, through Senior Executives, the following OGC offices: Information Law Group; Procurement Law Group; Real Property Law Group; District Contracting National Practice Group; and Administrative Law Group
These Groups advise and provide representation to the three DVA Administrations and all Staff Offices regarding the creation, implementation, and operation of programs and policies affecting all of DVA and the Veterans it serves
Provides legal advice and counsel to the Secretary, Deputy Secretary, and other senior officials of the Department Concerning Government Procurement, Real Property (i.e. Construction, Leases, Environmental, Energy), Information Law, Administrative Law, and represents them and the departmental interests in Federal and state courts and proceedings before administrative tribunals

Must be a US citizen or National
Subject to a One year probationary period required (unless already completed)
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position
May be subject to pre-employment and random drug tests
Public Financial Disclosure Report (SF-278) is required within 30 days of appointment
May be subject to reassignment geographically or organizationally
Applicants must possess a J.D. degree (or equivalent) AND a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
Your resume should demonstrate accomplishments that would satisfy the technical qualifications
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
If you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program
