FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST (TITLE 32)
USAJOBS is seeking a Facility Plans and Programs Management Specialist (Title 32) for the National Guard. This role involves serving as a principal advisor on construction, maintenance, and facilities management plans within the state, including developing and coordinating various property and capital plans.

Responsibilities
Serve as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state
Responsible for developing, maintaining, and coordinating the state's Real Property Master Plan (RPMP), Long Range Construction Plan (LRCP), State and Federal Capital Plans, and Facilities Life Cycle Plan (FLCP)
Serves as a principal advisor and action officer for all ARNG construction, maintenance/repair, and facilities management programs within the state
Responsible for developing, maintaining, and coordinating the state's MILCON, Unspecified Minor MILCON (UMI), and RPOM program documents
Receives, verifies, and coordinates approval of all ARNG initial requests for construction and maintenance/repair projects
Investigates MILCON, TJMI, and RPOM requirements to determine propriety
Provides guidance and direction on project scope, preparation of project estimates, economic analyses, and programming documents
Approves location and arrangement of facilities, identifies and/or recommends appropriate funding sources, and submits proposed projects to appropriate authority for final approval and funding authorization
Develops and maintains the State's Real Property Development Plan (RPDP)
Coordinates environmental studies of proposed plans with state environmental personnel
Coordinates the integration of the Range Development Plan into the Real Property Development Plan with the training function
Qualification
Required
Membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Security Clearance requirements are determined by position and/or MOS/AFSC compatibility
Participation in direct deposit is mandatory
May be required to successfully complete a probationary period
Males born after 31 December 1959 must be registered for Selective Service
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records
Experience using computer and automation systems
Must have at least 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments
Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs
Experience in determination of resource needs, allocation of resources, and budgeting/funding needs
Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems
Experience in managing the function of the work to be performed
Experience which includes leading, directing and assigning work of personnel
